VPU Context

The World Bank Group’s Eastern and Southern Africa region spans 26 geographically, culturally, and economically diverse countries stretching from the Red Sea in the north to the Cape of Good Hope in the south, home to approximately 700 million people. The region faces significant development challenges, including high public debt, inflation, food insecurity, water insecurity and an extreme poverty rate of around 43.6%, alongside vulnerability to climate change and health crises. Key priorities for the region include building human capital, strengthening regional connectivity, and enhancing resilience to these compounding pressures. Water is one of the regional priorities as well.

Background

At the global level, Water Forward is a global coalition that brings together governments, multilateral development banks, the private sector, and philanthropies around a shared goal: to deliver water security for up to 1 billion people by 2030, working across three pillars—Water for People, Water for Food, and Water for Planet.

The Planet Vice Presidency (Planet VP), which leads the World Bank Group’s work on Farming and Agribusiness, Climate, Environment, and Water, houses the Water Department, who is responsible for the World Bank Group’s Water Strategy Implementation Plan as part of its contribution to Water Forward.

Unit Context: The SAEW3 is the Water Global Practice unit under the AFE Planet Department covers 13 country programs in 3 CMUs across Kenya. Somalia, Rwanda. Uganda, Tanzania, Malawi, Zambia, Zimbabwe, Mozambique, Madagascar, Comoros, Mauritius and Seycheles. The Water (SAEW3)unit supports clients on water supply and sanitation services, water resources management, irrigation, and climate resilience. The Unit (SAEW3) manages lending, advisory services, analytics, and trust-funded activities across these countries.

In Zambia, SAEW3’s portfolio comprises the Zambia Water Supply and Sanitation Services in Growth Centers Program-for-Results (ZWSSGC), the Kariba Dam Rehabilitation Project (KRDP), and co-leadership of the Irrigated and Sustainable Agriculture for Transformation Project. It also includes business development for a potential Zambia WASH Multiphase Programmatic Approach (MPA) and Phase 3 of the Regional Climate Resilience Program (RCRP3).

Duties and accountabilities:

The ET Consultant will provide technical, analytical, and operational support to the World Bank Task Teams responsible for the Zambia water portfolio. Key duties include:

  • Portfolio supervision and monitoring: Track implementation progress across the ZWSSGC PforR and KRDP, including Disbursement-Linked Indicators, Performance Improvement Action Plans, non-revenue water (NRW) reduction, and dam rehabilitation milestones; draft Implementation Status and Results Reports, Aide-Memoirs, and management briefs.
  • Technical assistance oversight: Coordinate and quality-assure analytical activities, including the Lusaka Sludge Utilization Assessment, greenhouse gas (GHG) emissions study (Lusaka/Solwezi), Climate-Smart WASH Health Compact, and cost-of-service assessments; review procurement packages and pre-feasibility studies per World Bank standards.
  • Dam safety and water resources management: Support supervision of Kariba Dam structural rehabilitation works; contribute to development of Dams Technical Manual and Dam Safety Guidelines, and WARMA hydrological database capacity building (WEAP model); support project closure documentation including technical completion notes and lessons learned.
  • Represent the World Bank Group in technical and policy forums, including Cooperating Partners Group and Troika meetings; maintain structured engagement with the Ministry of Water Development and Sanitation (MWDS), NWASCO, WARMA, commercial water utilities, and the Zambezi River Authority (ZRA).
  • Business development: Support preparation of potential Additional Financing, the Zambia WASH MPA pipeline, and RCRP3, including concept development, stakeholder consultations, and analytical inputs; ensure continuity of institutional knowledge and counterpart relationships across the portfolio.

Selection Criteria

  • Master’s degree in Water Resources Engineering, Environmental Engineering, Civil Engineering, or a closely related discipline.
  • Minimum 6 years of progressive experience in water supply, sanitation, and/or water resources management in Zambia, with demonstrated familiarity with MWDS, NWASCO, WARMA, ZRA, and commercial water utilities.
  • Demonstrated experience supporting World Bank operations, including PforR, IPF supervision, Environmental and Social Framework (ESF) compliance, and procurement/contract management per World Bank standards.
  • Technical expertise in dam safety, structural rehabilitation, and/or integrated water resources management (IWRM), including experience with hydrological tools and dam safety regulatory frameworks.
  • Ability to draft high-quality analytical and project documents (ISRs, Aide-Mémoires, technical notes, procurement packages) in English, with strong analytical and stakeholder coordination skills.
  • Experience with fecal sludge management, GHG assessments, or climate-smart WASH programming is an advantage.
  • The ETC will be working closely with the Task Team Leaders and reporting to the Practice Manager of SAEW3.
