Background

The Development Economics Vice Presidency (DEC) is the World Bank’s central reservoir of fresh insights into the most pressing challenges of development. It is led by the Chief Economist and Senior Vice President of the World Bank Group, who advises the President and senior managers, serves as the community leader for the WBG’s economists, and helps to keep the institution in the forefront of thinking about development policy. DEC constitutes one of the world’s largest teams of economists focused on policy solutions for developing economies.

Unit Context:

The Office of the Chief Economist for People of the World Bank seeks to hire a data analyst with (i) strong data management and analytical skills, (ii) flexibility to undertake policy-applied analysis on key topics of human development, and (iii) behavioral skills that support collaboration across units within the World Bank.

Over the next two fiscal years, the People Chief Economist’s Office will produce a new flagship report focused on pressing topics related to human capital and update the HCI+ index. As was the case for the previous flagship (Building Human Capital Where It Matters: Homes, Neighborhoods, and Workplaces), the report will be accompanied by interactive data and data stories. Any data analyst working on these projects will therefore need to clean, organize, format, manage, and analyze complex datasets, while adhering to standards of reproducible and collaborative research. He or she will also need to liaise with multiple units (operational teams, knowledge-focused units in the verticals associated with human development, data-focused teams, and external organizations, such as the international data custodians who maintain the indicator series used in the HCI+).

While both these activities (the flagship and the HCI+) will contribute directly to the Knowledge Compact as core analytical products, the data analysts will also contribute to the new Data Bank initiative specifically through data analysis relevant for development a minimum data package for children, adolescents, and youth

Duties and accountabilities:

The data analyst will be responsible for the following:

  • Reproducible research and literature review around topics related to the upcoming flagship report led by the office
  • Any necessary analysis for annual updates of the HCI+ and its subnational extensions
  • Preparation of data for the production of interactive charts and data stories related to the offices main workstreams
  • Ad hoc contributions to technical notes, presentations, and any other materials related to the next flagship, the HCI+, or the minimum data package for children, adolescents, and youth.

Selection Criteria

  • Advance degree (Masters plus additional experience) in Economics or related field and 2 years of experience (or equivalent combination of education and experience)
  • Strong research and analytical skills, demonstrated through job experience
  • Demonstrated experience in producing reproducible research
  • Advanced proficiency in Stata. Knowledge of R, Python, MATLAB, GIS software or other analytical tools is highly desirable
  • Experience performing econometric analysis
  • Experience working with census data, household surveys, labor force participation surveys, panel data, student assessments, geospatial data, and/or other large multi-level datasets
  • Excellent oral and written communication skills in English, and experience producing data methodology/analysis notes
  • Proven ability to work without close supervision, to effectively multitask, and to deal with rapidly shifting priorities under pressure.
  • Prior experience working with international organizations is desirable
