The World Bank’s Social Policy (SP) portfolio in Mozambique supports the implementation of two national programs: the East Africa Girl’s Empowerment and Resilience Program (EAGER) and the Social Protection and Economic Resilience Project (SPER). These programs aim to enhance gender equality, empower women and girls, and strengthen Mozambique’s social protection systems. The EAGER program focuses on increasing educational attainment and earnings for girls and women, while SPER aims to improve the effectiveness and efficiency of social protection systems, with a focus on shock-responsive mechanisms and economic inclusion.
To ensure the successful implementation of these programs, the World Bank seeks an ETC to lead technical and strategic functions related to implementation capacity, support analytical work, and contribute to the empowerment of women and girls through targeted interventions. The ETC will play a critical role in leading program implementation, driving institutional monitoring and evaluation (M&E) capacities, and generating knowledge to inform policy and program improvements.
The primary objective of this consultancy is to provide high-level technical assistance to the Government of Mozambique and the World Bank in the implementation of the EAGER and SPER programs. The ETC will focus on digital systems (including MIS and payment systems) strengthening, monitoring and evaluation capacity, supporting analytical work related to jobs and women's empowerment, and ensuring the coordinated implementation of program activities. The ETC will also contribute to building institutional capacity and aligning management information systems (MIS) with operational needs. In addition, the ETC will support high-level policy dialogue with government counterparts and contribute to the scale-up of financial literacy and economic inclusion modules within the SPER cash transfer program.
The ETC will undertake the following tasks:
o Provide senior-level technical assistance to ensure alignment with World Bank processes and program objectives.
o Facilitate communication and coordination between stakeholders, including government agencies, NGOs, and development partners.
o Prepare evidence-based policy briefs and presentations to support high-level policy dialogue with government counterparts at ministerial level.
o Lead the development and scale-up of financial literacy and economic inclusion modules within the SPER cash transfer program, drawing on tested approaches from prior pilots.
o Lead the strategic expansion and cross-sectoral integration of real-time digital M&E systems across SPER and EAGER, building on existing digital infrastructure and ensuring sustainability across program cycles.
o Guide PIUs in adopting digital tools for data collection, validation, and reporting.
o Align MIS used by government implementing agencies with operational needs to enhance efficiency.
o Design and maintain automated, interactive performance dashboards for EAGER and SPER for use by the World Bank and government teams, using tools such as Power BI and Power Query.
o Monitor activities, deliverables, and procurement processes to ensure adherence to the implementation schedule.
o Organize capacity-building activities, including workshops and seminars, to strengthen institutional capabilities.
o Build and maintain partnerships and networks with external partners engaged in the women’s empowerment agenda.
o Identify and follow up on potential synergies with work undertaken by other ministries.
o Conduct quantitative and qualitative analytical work on topics such as education, sexual health, gender norms, child marriage, and economic opportunities for women.
o Support field survey work for impact evaluations under public works and youth employment programs, including planning, logistics, and on-site supervision of data collection.
o Apply agribusiness and micro-entrepreneurship lenses to economic inclusion analysis, drawing on knowledge of SME development and market-based approaches to women's and youth economic empowerment.
