The $12.5 billion CIF is the pioneer multilateral fund, mobilizing low-cost finance for energy system transformation and sustainable development. Established in 2008, CIF is the only multilateral fund working exclusively through six AAA-rated multilateral development banks. In 2025, CIF became the first multilateral climate fund to access capital markets, unlocking $500 million in private sector capital with the CIF Capital Markets Mechanism (CCMM).

The CIF Secretariat hosted by The World Bank supports the work of the CIF governing bodies, including strategy and policy development as well as reporting; manages internal and external institutional relations as well as strategic partnerships; supports program development; delivers a large program of thought leadership, knowledge and learning work; is responsible for portfolio risk management and new private sector capital mobilization modalities and initiatives.
Duties and Accountabilities:
We are seeking a highly organized and proactive Program Officer - Communications Systems and Operations with strong project management and coordination skills. This role is responsible for establishing and managing efficient communications systems and processes; coordinating content production; overseeing graphic/visual asset development; and managing short-term consultancies and external vendors.
The Program Officer – Communications Systems and Operations will strengthen CIF’s communications operations by building and managing robust systems and processes that enable effective planning, execution, and measurement of communications activities. This role is responsible for end-to-end project coordination across content and graphic development, editorial workflows, vendor/consultant management, and cross-team collaboration. The Officer will serve as the communications PMO lead, ensuring timelines, budgets, approvals, and quality standards are consistently met.
You will play a key role in ensuring that communications activities are aligned, well-executed, and delivered on time to support CIF’s goals.
Roles and responsibilities:
Reporting to the Head of Communications this position will collaborate with and provide hands-on support to key leaders across all workstreams of the Secretariat. Specific responsibilities include:
Communications Program Management and Coordination:
- Establish, document, and maintain communications operating procedures, workflows, and governance (brief intake, approvals, version control, QA, and archiving).
- Implement project management tools and dashboards across Comms activities (e.g., Asana, Trello, Smartsheet, MS Project etc) to track milestones, dependencies, resources, and risks.
- Coordinate across CIF teams (programs, strategy, partnerships, cross cutting themes) to align communications with institutional priorities and delivery schedules.
- Lead regular production meetings; manage status reporting, risk logs, and decision registers; escalate blockers and propose mitigation.
- Own documentation standards: briefs, scopes of work (SoWs), Gantt charts, timelines, post-mortems, and lessons-learned.
- Project manage the creation, editing, and publishing of high-quality content and communications products, including but not limited to campaigns, web stories, web copy, press releases, social media messages, videos, talking points, thought leadership articles, PowerPoint presentations, brochures, factsheets etc.
Systems and Processes:
- Manage and implement content governance: style guides, tone of voice, accessibility standards, brand compliance, and metadata conventions.
- Implement and administer a digital asset management repository for efficient storage, retrieval, and reuse of creative assets.
- Create KPI frameworks and reporting rhythms (monthly/quarterly) to track output, engagement, reach, and quality; recommend improvements based on data.
- Coordinate and manage all communications templates (briefs, storyboards, wireframes, copy decks, design specs) to optimize throughput and consistency.
Digital Systems Management
- Serve as the primary administrator and operational manager of CIF's core communications platforms, including the website (Content Management System), email marketing platform, social media management tools, and multimedia asset libraries.
- Ensure all digital platforms are functioning optimally, are up to date, and are aligned with CIF's branding and communications guidelines.
- Coordinate with IT support teams (including World Bank Group ITS) to troubleshoot technical issues, implement upgrades, and maintain platform security and accessibility standards.
- Manage user access, workflows, and editorial calendars across digital systems to support a coherent and timely publishing schedule.
Content Management:
- Manage editorial planning and production for priority content: reports, briefs, case studies, web features, blogs, speeches, leadership TPs and event collateral.
- Coordinate writers, editors, subject matter experts, and approvers to ensure timely, accurate, and on-brand content.
- Oversee copy editing and proofing processes for clarity, accuracy, and adherence to CIF style and accessibility guidelines.
- Support packaging and distribution strategies across web, social, newsletters, and partner channels.
- Maintain a content backlog and prioritize based on institutional goals, audience needs, and resourcing.
Website Operations and Content Management
- Oversee the day-to-day management of CIF's external website, ensuring content is accurate, current, and well-organized.
- Monitor and report on website performance using analytics tools; generate regular reports on traffic, engagement, and user behavior; and recommend improvements to enhance user experience and content reach.
- Define, manage and implement web enhancements.
Analytics, Monitoring, and Reporting
- Design and maintain a comprehensive communications monitoring and evaluation framework, tracking key performance indicators (KPIs) across all digital channels.
- Coordinate regular and ad hoc reports on communications performance for internal review and stakeholder briefings.
- Use data insights to support evidence-based decision-making in communications planning and content strategy.
Outsourced Production & Vendor Management
- Establish and maintain CIF's digital asset library (photos, videos, infographics, documents), ensuring assets are tagged, catalogued, and retrievable.
- Develop terms of reference, budgets, and procurement documentation to source and onboard external designers, agencies, videographers, writers, editors, and translators responsible for all creative deliverables.
- Commission external vendors, coordinate briefs, and track delivery timelines against project schedules.
- Consolidate internal feedback and manage approval workflows to ensure timely delivery by outsourced providers.
- Track deliverables, milestones, invoices, and compliance with CIF standards; supervise final quality assurance, asset packaging, and filing prior to publication; and integrate lessons from post-engagement reviews into process improvements.
Collaboration and Stakeholder Engagement:
- Serve as a communications liaison to the wider CIF team, event organizers, and external partners.
- Support event communications (run-of-show materials, speaker briefs, collateral, signage, and post-event content).
- Contribute to partner co-branding and joint campaigns, ensuring alignment with CIF agreements and brand policies.
Selection Criteria
- Master’s degree in communications, public relations or a related field is required with a minimum of 5 years of relevant experience.
- Proven track record in creative content vendors’ management.
- Experience working in a multi-disciplined fast paced environment, delivering high quality strategic advice and communications products.
- Strong teamwork, flexibility, and adaptability, and ability to successfully navigate complex issues and challenges in a multi-stakeholder, multi-cultural environment.
- Awareness of the climate finance architecture and experience of working with the multilateral development banks.
- Ability to think strategically and coordinate with high-level stakeholders such as public officials, civil society leaders, and senior management.
- Experience drafting complex communications products in accessible ways for a range of audiences.
- Have demonstrated ability to learn and adopt new technology quickly and use it effectively.
- Have advanced proficiency in Microsoft Windows applications, including Excel, Word, and Power Point, and the World Bank's standard technology packages, and familiarity with the Internet and web-based research.
- Proven working knowledge and application of social media communications principles and other web 2.0 technologies.
