ET Consultant – Learning and Communications

Strategy, Learning, and Operations Team (KTCSL) | Climate Department | World Bank Group

Background

The World Bank Group's Climate Department plays a central role in advancing the WBG's climate agenda, integrating climate considerations across operations, partnerships, and knowledge work. Within the Climate Department, the Strategy, Learning, and Operations team (KTCSL) is responsible for driving the Department's knowledge management, learning, and internal communications agenda — ensuring that staff, clients, and partners have access to the knowledge, skills, and information they need to deliver impactful climate outcomes.

KTCSL manages a portfolio of learning programs targeting both internal staff and external clients, including flagship initiatives such as the Sustainable Finance Leadership Course (SFLC) and an expected pipeline of client-facing climate learning programs. In parallel, the team provides strategic communications support to Climate Department leadership on knowledge and learning matters.

To strengthen delivery of this agenda, KTCSL is seeking an ET Consultant – Learning and Communications to support the design, delivery, and continuous improvement of its learning programs and to provide internal leadership communications support.

Objective

The objective of this position is to provide dedicated technical and operational support to KTCSL's learning and communications functions, ensuring the effective design and delivery of face-to-face (F2F) learning programs and supporting high-quality internal communications on knowledge and learning topics.

Scope of Work

Under the supervision of the KTCSL Team Lead, the ET Consultant will undertake the following tasks:

Learning Program Design, Delivery, and Improvement

  • Lead and support the end-to-end design, planning, and delivery of Climate Department face-to-face (F2F) learning programs, primarily the Sustainable Finance Leadership Course (SFLC), as well as other future client learning initiatives.
  • Support design, planning and delivery of Climate Department client and external learning programs including the Sustainable and Resilient Finance Program (SURF), the Sustainable Finance Knowledge Center for Africa (SFKC) and others.
  • Apply adult learning principles, instructional design best practices, and stakeholder feedback to continuously iterate and improve program content, structure, facilitation approaches, and participant experience.
  • Coordinate with internal subject matter experts and stakeholders to develop high-quality session content, case studies, and learning materials.
  • Manage logistical and operational aspects of F2F program delivery, including venue coordination, participant communications, scheduling, and virtual/on-site facilitation.
  • Design and administer pre- and post-program assessments and learning evaluations; analyze results and prepare summary reports with actionable recommendations for program improvement.
  • Track and report on learning program key performance indicators (KPIs) and contribute to results measurement for the Climate Department's learning portfolio.
  • Support the scoping and development of new and/or revised climate learning programs, including needs assessments, stakeholder consultations, and program design workshops.
  • Support the design and delivery of retreats organized by and for the Climate Department.
  • Proactively engage with the broader WBG learning community to benchmark Climate Department programs against internal and external best practices.

Internal Leadership Communications Support

  • Provide strategic communications support to Climate Department leadership, with a focus on knowledge and learning topics, including drafting, editing, and packaging key messages for internal audiences and subscriber-based internal newsletters including Climate Matters and Seal the Deal.
  • Prepare high-quality written communications campaigns and products, including emails, leadership notes, staff announcements, briefing materials, presentations, and talking points related to knowledge management and learning initiatives.

Knowledge Management and Associated Support

  • Contribute to programmatic planning for KTCSL's knowledge and learning agenda, including supporting annual workplan development, activity tracking, and reporting.
  • Support knowledge asset management activities, including organizing and maintaining learning resources, documentation, and templates in shared repositories.
  • Support change management and adoption initiatives related to new learning platforms, tools, or practices as they are introduced within the Climate Department.

About The World Bank Group

The World Bank is a vital source of financial and technical assistance to developing countries around the world. Our vision is to create a world free of poverty on a livable planet.

We are not a bank in the common sense; we are made up of two unique development institutions owned by 189 member countries: the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA).

Each institution plays a different but collaborative role in advancing the vision of inclusive and sustainable globalization. The IBRD aims to reduce poverty in middle-income and creditworthy poorer countries, while IDA focuses on the world's poorest countries.

Their work is complemented by that of the International Finance Corporation (IFC), Multilateral Investment Guarantee Agency (MIGA) and the International Centre for the Settlement of Investment Disputes (ICSID).

Together, we provide low-interest loans, interest-free credits and grants to developing countries for a wide array of purposes that include investments in education, health, public administration, infrastructure, financial and private sector development, agriculture and environmental and natural resource management.
