Housed within the WBG Infrastructure Vice Presidency, the Urban, Sub-national Finance, Tourism and Disaster Management Global Department works with national and local governments to build more livable, sustainable, and resilient cities and communities. The department houses several trust funds that advance knowledge, initiatives and programs on urban development aligned with broader WBG priorities. Two larger trust funds, the Global Facility for Disaster Recovery and Recovery (GFDRR) and the Tokyo Development Learning Center (TDLC), have communications teams, This role will support the remaining programs and initiatives in KIUDR, including:

• City Climate Finance Gap Fund
• City Planning Labs (CPL)
• Global Partnership for Results-Based Approaches (GPRBA)
• Global Platform for Sustainable Cities (GPSC)
• Global Smart City Partnership Program (GSCP)
• Land 2030 Global Partnership
• Sustainable Urban & Regional Development Program (SURGE)

Duties and Accountabilities

The KIUDR Trust Funds are looking for an experienced, strategic, proactive and innovative communications professional to develop, implement, monitor and fine tune communications and outreach strategies to support and advance the goals and objectives of those trust funds. This position will report to the KIUDR Trust Fund Manager with a dotted line to the ECR KIUDR Comms Lead.

The responsibilities of this role include but may not be limited to the following:

• Communications Strategy: Lead communication activities for the KIUDR TFs in coordination with the TF managers and ECR KIUDR Comms Lead, establishing an overall strategy with elements customized to each TF’s needs and objectives.
• Develop and implement communications plans around specific trust fund knowledge products and key events that align with the broader strategy.
• Content creation: Write, edit, and/or oversee production and dissemination of communications materials, including but not limited to annual reports, issue briefs, event/meeting briefs, reports, talking points, fact sheets, online feature stories, blog posts, video scripts, news releases, and brochures.
• Reports: Lead, in consultation with the TF managers, the production of annual reports as required for each TF, coordinating inputs from team members and relevant partners and clearing content with departments and offices as necessary.
• Messaging: Create, sustain, and update messaging on the TFs and related topics.
• Digital presence: Create and implement a proactive and modern digital outreach plan for KIUDR TFs that delivers on the priorities of each TFs and partnerships/initiatives while aligning with WBG corporate priorities and messaging. Maintain and/or develop webpages and websites for TFs.
• Develop and implement social media and e-mail campaigns and content, data visualizations (e.g., social media postcards, infographics, dataviz, video, audio, newsletters) as needed.
• Publish content to appropriate content management systems (e.g., Adobe AEM) in compliance with World Bank standards (editorial, technical, security).
• Establish key performance indicators and review digital presence metrics; sharing results with TF management, communications colleagues, and stakeholders as appropriate.
• Support relevant communications campaigns and activities within the broader KIUDR unit.
• Stakeholder engagement: Identify key external stakeholders, including civil society, development partners, and other interested groups for each TF. In collaboration with TF managers, develop and sustain stakeholder engagement plans.
• Identify opportunities for and forge strategic partnerships both inside and outside WBG to improve dialogue and outreach and advance the TF’s positioning as effective thought leaders.
• Monitor and flag potential reputation risks for the TFs, including potential sensitivities for clients across topics.
• Media: Position the TF’s work in relevant global and national media outlets in line with strategic communications priorities, including through placement of stories and op-eds and responding to media inquiries.

Selection Criteria

• Master’s degree (Communications, International Relations/Public Affairs/Economics, or other related fields) plus a minimum of 5 years of relevant work experience.
• Experience in strategic communications and positioning, leadership communications, including in managing reputational risks and issues, messaging, stakeholder engagement, and media engagement; and ability to provide sound judgment, think strategically, and rapidly analyze diverse information from varied sources. 
• Excellent English language skills and proficiency to write and edit complex communications products for purposeful structure, clarity of ideas, and logical, persuasive presentation, in an accessible way to different audiences.
• Self-motivated and creative, with excellent project management and organizational skills, proven ability to perform multiple tasks, and ability to work with both internal and external colleagues.
• Proven ability to nurture and maintain relationships and communications with critical internal and external constituencies and stakeholders; to think strategically and rapidly analyze diverse information from varied sources; and to take initiative, personal ownership, and accountability to meet deadlines, work under pressure, and achieve agreed-upon results.  
• Experience in developing and leading communication initiatives, including in optimizing digital media --using digital and social media to stimulate conversations with stakeholders, and develop strategies to position across websites, blogs, and other channels.
• A sharp analytical mind, good political judgement and diplomatic skills, proven ability to work across teams and issues, and high initiative, energy, and drive for results.
• Proven knowledge and proficiency with online performance measurement and impact analysis tools; ability to research, identify, and map intended audiences and stakeholders, and to leverage communication tools and methodologies (such as online monitoring, web analytics, or other tools) to assess their information needs.
• High levels of initiative, judgment, and decisiveness in accomplishing tasks; proven ability to work independently; good time-management skills and an eye for detail; ability to work effectively under stress and to juggle multiple tasks within tight deadlines.
• Strong diplomatic, interpersonal and teamwork skills; sensitivity to working in a multicultural environment.
• A commitment to teamwork and fostering a positive work culture through integrity, inclusion, and professionalism.
