WBG Infrastructure Knowledge Bank:

The WBG Infrastructure Vertical provides public and private solutions to operational teams and clients across the WBG to produce scalable impact. Its mandate is to deliver knowledge for impact to support the WBG to achieve its goals in support of our mission and specifically: providing guidance on creating more and better jobs by: (i) supporting foundational infrastructure and human capital, (ii) policy environment, and (iii) enabling and mobilizing private sector capital. Metals and Minerals Policy and Regulation Team Activities in Kazakhstan:

In Kazakhstan, the KIMPR Unit is advancing a Metals and Minerals Compact – this is an ambitious, multi-pillar partnership currently being developed between the World Bank Group and the Government of Kazakhstan to support the country's critical minerals sector. Designed at a pivotal juncture in Kazakhstan's reform agenda, the Compact focuses on three core pillars: advancing policy and regulatory reforms (such as updates to the subsoil code), developing foundational infrastructure, and mobilizing private capital. While the overarching framework is still under discussion, the Compact aims to coordinate efforts across key stakeholders, including the Ministry of Industry and Construction, state-owned enterprises, and private actors—to address significant investment gaps and maximize the development impact of the country's mining and minerals sector.

In parallel, the KIMPR Unit is preparing a regional and Advisory Service and Analytics (ASA) to be financed by the EGPS/RISE trust fund (https://egps.worldbank.org/programs/rise). This ASA supports both Kazakhstan and Uzbekistan through analytical and advisory work organized around three pillars: (i) Policies and Governance (advisory activities) : improving governance and transparency, including mining and processing policy reform, licensing transparency, EITI implementation, and adoption of international environmental and social standards; (ii) Foundations and Infrastructure (analytical work): optimizing the sector's macroeconomic contribution through overall sector projections and estimation of infrastructure needs for mineral value chains; and (iii) Private Capital Mobilization (knowledge sharing): facilitating private sector development with knowledge sharing on ESG standards, human resource development, investment promotion, and exploration risk-sharing mechanisms.

Please note this position is financed by a Trust Fund and renewal is contingent upon availability of funding, in addition to other factors, including but not limited to business needs, staff performance and skills fit.

Job Duties and Responsibilities:

The E T Consultant (ETC) responsibilities will include, but not limited to:

• Serve as the primary point of contact with government counterparts, maintaining regular engagement with relevant ministries, agencies, and departments, and representing the World Bank team in selected meetings as agreed with the Task Team Leader.

• Support the finalization and monitor the implementation of the Metals and Minerals Compact, tracking progress against milestones, flagging issues to the Task Team Leader, and supporting the preparation of related progress updates and reports.

• Maintain an up-to-date mapping of bilateral and multilateral development partners active in the sector, cultivate working relationships with these partners, and ensure coordination and complementarity with World Bank activities.

• Contribute to the preparation and implementation of World Bank mining-related activities, including drafting and reviewing project documents, aide-memoires, terms of reference, and progress reports, and monitoring work plans and consultant deliverables.

• Monitor and report regularly on sector developments, including policy changes, company news, and partner events, and support the preparation of analytical reports and briefings drawing on local knowledge and stakeholder networks.

• Support the team's engagement in policy dialogue and reform processes, contributing local institutional knowledge to help assess the feasibility and coherence of proposed reforms.

• Support the organization of knowledge-sharing and technical assistance activities in collaboration with national and regional partners.

The position will work in close collaboration with the Metals and Minerals Solutions and Impact team (KIMSI), to ensure alignment with departmental priorities and the delivery of integrated, cross-cutting results. It will also strengthen the articulation between public sector engagement and private sector investments, supporting the development of bankable pipelines and investment-ready opportunities.

Selection Criteria

• Master’s degree in a mining-related discipline, finance, international policy or in other fields relevant to the mining sector.

• At least 5 years of relevant experience in project implementation, advisory services, and lending operations in Kazakhstan and Uzbekistan.

• Demonstrated understanding and experience in specific mining industry issues, project management and data analysis.

• Ability to think independently, proactively analyze problems, identify, and take the lead in defining appropriate solutions.

• Fluency in English, Russian, Kazakh and Spanish.
