Located within the World Bank’s Planet Vertical, the Environment Global Practice (ENV) provides expertise, technical assistance, and financing to help countries to steward natural resources in a sustainable way. ENV’s Global Platform (GP) Unit (SENG2), based in Washington DC is primarily responsible for (i) designing and managing the global programs whose implementation in-country rests with the GP's regional units, including aligning activities with the GP's and other GPS’s main business lines and cross cutting areas; (ii) resource mobilization and donor coordination, including Trust Fund management, planning and reporting; (iii) conducting key global studies to advance the environmental agenda globally and within the Bank internally, and analytical work to support the GP's regional units in the implementation of the GP's strategy; and, (iv) knowledge management and learning.

ENV GP’s SENG2 unit is recruiting an Extended-Term Consultant (ETC) to work on the Umbrella Trust Fund: Global Partnership for Sustainable and Resilient Landscapes (PROGREEN). The PROGREEN team is looking for a candidate with expertise and practical experience in forest and biodiversity conservation and grant management for one year, starting as soon as January 2026. The consultant will report to the SENG2 Practice Manager and be based in Washington, DC, and support SENG2’s initiatives relating to resilient conservation landscapes, nature-based solutions, sustainable forest management, ecosystem services, and nature-positive development.

Duties and responsibilities
Technical and Operational Support to the PROGREEN Trust Fund Secretariat
Objective: Provide technical and operational support to the PROGREEN Secretariat and contribute to strategic and cross-cutting initiatives.
• Review grant proposals, funding requests, progress and completion reports to ensure consistency with PROGREEN objectives and criteria guidelines.
• Review and synthesize annual country progress reports for alignment with PROGREEN priorities and contribute substantive content to the Annual Report and Annual Work Program and Budget.
• Support coordination across country and regional programs; serve as backup reviewer and advisor to other PMT focal points as needed.
• Respond to ad-hoc requests for information and provide guidance to country teams on PROGREEN grant procedures and reporting requirements.
• Maintain and update the PROGREEN Operations Manual and Partnership Document to reflect changes in procedures, key decisions and agreements made by the PC, and governance of the Umbrella Trust Fund.
• Work with the M&E team to review and retrofit existing project results and indicators to ensure alignment with the updated Theory of Change and Results Framework. Support in updating relevant tracking tools and documentation accordingly.

Portfolio Management and Tracking
Objective: Strengthen monitoring of PROGREEN implementation progress through improved tracking of financials, activities, and outputs.
• Support the review and continuous improvement of the PROGREEN portfolio and financial tracking system; ensure monthly updates in user-friendly formats and highlight implementation progress at a glance.
• Track delivery of project outputs, including knowledge products, through quarterly monitoring and follow-up with project teams; ensure consistency of outputs across annual progress reports.
• Prepare summary tables and graphical visualizations in the tracking system to consolidate information on outputs and financial flows.
• Prepare and submit regular activity, portfolio, and financial updates; respond to ad-hoc information requests from management and development partners.
• Draft briefing notes, talking points, presentations, and portfolio summaries for senior management, the Partnership Council, and other relevant stakeholders.
• Contribute to the preparation of the annual Trust Fund-level Progress Report and Work Plan and Budget for submission to the Partnership Council.
• Document key lessons learned and support streamlining of tracking and reporting processes as part of continuous improvement efforts.

Portfolio Tagging
Objective: Support strategic analysis and reporting of PROGREEN activities through systematic tagging and thematic mapping.
• Review and tag PROGREEN activities against key thematic areas (e.g., biodiversity, gender inclusion, Indigenous Peoples, climate adaptation) and align with global frameworks such as AFR100.
• Map PROGREEN activities and other ones funded by related Trust Funds to visualize overlaps and support synergies, aggregation, and comparative analysis.
• Produce summary notes and portfolio highlights for each PROGREEN priority area to inform strategic reporting and donor engagement.
• Coordinate with the Communications team to ensure thematic highlights and focal country results are reflected in annual reporting and shared during Partnership Council meetings, Task Team discussions, and knowledge-sharing events (e.g., GLF).
• Identify illustrative case studies and results stories for use in reporting and strategic communications, and support preparation of the products to showcase such stories.

Selection Criteria

The successful candidate will have:
• Advanced degree in environmental management, natural resources management, sustainable development, landscape management or other related field.
• Minimum of 5 years of relevant professional experience.
• Familiarity with monitoring of forest carbon projects, including assessing the climate, community and biodiversity impacts of landscape-scale avoided deforestation projects.
• Expertise related to global forest landscape management frameworks and initiatives such as REDD+, AFR100, GBF, among others.
• Experience with program management of trust funds; experience with WB-administered umbrella trust funds is preferred.
• Familiarity with World Bank systems, and with the agenda of the Environment Global Department and other relevant Global Practices.
• Experience with portfolio monitoring / quality assurance process and procedures from within the WB or other IFI.
• Proactivity and ability to work with a significant degree of autonomy.
• Excellent interpersonal, problem-solving, diplomatic, and team skills, and ability to work with a range of stakeholders to effectively negotiate and build consensus to achieve constructive outputs.
• Excellent organizational and management skills, and ability to manage a broad program of activities; ability to prioritize, to deal with frequent and unexpected changes, and to work with short deadlines.
• Excellent oral and written communications skills in English, including the ability to write reports and briefing notes.
• Personal integrity, with demonstrated ability to handle confidential matters in a discreet and respectful manner.
• Effective interpersonal and communication skills with external partners and across the WBG matrix with the capacity to interact in a multi-cultural environment.
