MNC03 MNAP03 is the country department managing the Egypt, Yemen, and Djibouti country programs. The WBG is a major development partner for all three countries. MNAP03 is seeking to recruit a highly motivated Extended-Term Consultant (ETC), reporting directly to the Senior Operations Officer, Partnerships and Trust Fund. The ETC will support the design of the New UK Trust Fund for Egypt (ASPIRE TF), the Yemen Resilience, Recovery and Reconstruction Umbrella Trust Fund (Yemen Fund) new Associated Trust Fund, design the MAP03 Engagement results framework as well as contribute to the upcoming Egypt CPF. These programs require robust monitoring, evaluation and learning (MEL) architecture to ensure their objectives are met and to provide insights into continuous improvement.

Position Objective

The Extended Term Consultant (ETC) will serve as a senior technical resource for monitoring, evaluation, and learning (MEL) across the program portfolio in Egypt and Yemen. The ETC will lead the design and operationalization of Theory of Change (ToC) frameworks and Results Frameworks (RFs) for Trust Funds under the program, with particular emphasis on the new Egypt UK Trust Fund and the Yemen Fund Associated Trust Fund with the EU. This includes articulating outcome logic, selecting indicators, establishing baselines, and developing data collection methodologies that ensure coherence across funding streams and full alignment with World Bank operational standards. Beyond results architecture, the ETC will provide substantive technical inputs to support engagement leads in CMU countries, facilitate consultative processes, and translate strategic program objectives into measurable results chains. The ETC will also contribute directly to the Country Partnership Framework (CPF) process, working with the CPF TTL and the Outcomes Team to design CPF outcomes and integrate them into the program's broader results architecture.

Scope of Work and Deliverables

• Develop Theories of Change: Design and develop comprehensive Theories of Change (ToC) for new programs, ensuring that outcome logic is clearly articulated and that results chains are coherent across funding streams and aligned with World Bank operational standards. Update ToC frameworks for existing programs as required.

o Deliverable: Finalized ToC documents for all new programs in Egypt and Yemen, and updated ToCs for existing programs, reviewed and cleared by program leads.

• Develop Results Frameworks and M&E Frameworks: Design Comprehensive Results Frameworks (RFs) and M&E frameworks tailored to the specific needs of new programs in Egypt and Yemen. This includes the selection of KPIs aligned with the WBG Corporate Scorecard, establishment of baselines, development of data collection and verification methodologies, and definition of reporting structures, ensuring full coherence across funding streams and compliance with World Bank operational standards.

o Deliverable: Comprehensive RF and M&E framework documents for each new program, including KPI matrices, baseline data collection and verification methods, and reporting structures.

• Stakeholder and Engagement Support: Provide substantive technical support to engagement leads in CMU countries, facilitating consultative sessions to translate strategic program objectives into measurable and monitorable results chains. Provide hands-on support to MNAP03 teams in setting clear, measurable, and results-oriented outcomes as part of the unit's business planning process.

o Deliverable: Documentation of consultative sessions, including summary notes, agreed results chains, and any technical inputs provided to engagement leads and MNAP03 teams.

• Support the Country Partnership Framework (CPF) Process: Contribute directly to the CPF process by working with the Outcomes Team to design CPF outcomes and link them to the program's broader results architecture, ensuring that strategic program objectives are reflected coherently at the country partnership level.

o Deliverable: Technical inputs to the CPF Outcomes Team, including a mapping of program results to CPF outcomes and supporting documentation as required by the process.

• Lead Independent Evaluations: Lead the Mid-Term Independent Evaluation for the Yemen Fund. Oversee the finalization of the Final Independent Evaluation of the Egypt–UK SPEIG Trust Fund, ensuring findings are documented and communicated in a manner that informs program learning and adaptive management.

o Deliverable: Mid-Term Independent Evaluation report for the Yemen Fund; finalized Final Independent Evaluation report for the Egypt–UK SPEIG Trust Fund, both cleared and submitted to relevant stakeholders.

• Data Collection and Analysis: Oversee data collection processes, ensuring data integrity and accuracy. Analyze data to assess program performance against set objectives and KPIs, and identify findings that can inform program adjustments and learning.

o Deliverable: Periodic analytical reports — produced on a monthly, quarterly, and annual basis — detailing program performance against objectives and KPIs, with identified challenges and recommendations for improvement.

• Capacity Building: Provide training and support to project teams and partners on MEL best practices. Facilitate workshops and training sessions to strengthen the MEL capacity of program teams across the portfolio.

o Deliverable: Organized and facilitated workshops and training sessions, accompanied by pre- and post-training assessments and a summary report documenting participation, outcomes, and skill improvement.

• Continuous Improvement: Identify opportunities for improving MEL processes and frameworks across the portfolio and implement changes as necessary to enhance the effectiveness and responsiveness of MEL systems.

o Deliverable: A continuous improvement log documenting identified gaps, proposed changes, and implemented improvements to MEL systems and frameworks, updated on a regular basis.

Key Performance Indicators

The following KPIs will be used to assess the performance of the Senior Monitoring and Evaluation Specialist:

• Timeliness of Reporting: Percentage of monthly, quarterly, and annual reports submitted on time, with a target of 100% on-time submission throughout the assignment.

• Data Accuracy: Percentage of data accuracy in reports and analyses, verified through quality review processes, with a target accuracy rate to be agreed upon at the outset of the assignment.

• Quality and Completeness of MEL Products: Degree to which ToCs, RFs, and M&E frameworks meet World Bank operational standards and program requirements, as assessed by program leads at the time of clearance.

• Training Effectiveness: Number of training sessions and workshops conducted, and measurable improvement in MEL skills among program staff and partners, assessed through pre- and post-training evaluations.

• Stakeholder Satisfaction: Level of satisfaction among internal and external stakeholders with MEL processes, reports, and engagement quality, measured through periodic surveys and structured feedback.

• Compliance Rate: Percentage of MEL activities that comply with relevant World Bank Group standards, guidelines, and operational requirements.

• Continuous Improvement Initiatives: Number of concrete improvements identified and implemented in MEL processes and frameworks over the course of the assignment.

• Engagement Quality and Frequency: Regularity and quality of engagement with key stakeholders — including Trust Fund partners, CMU engagement leads, and MNAP03 teams — measured through meeting attendance, follow-through on agreed actions, and stakeholder feedback.

Selection Criteria

Qualifications and Experience

The ideal candidate for the Senior Monitoring and Evaluation Specialist position will possess the following qualifications and experience:

• A master’s degree in a relevant field such as economics, statistics, social sciences, or international development. Or at least 10 years of experience in M&E in international organizations.
• At least 10 years of experience in monitoring and evaluation, preferably in international development or humanitarian programs.
• Proficiency in M&E methodologies, data analysis, and report writing.
• Excellent communication skills, with the ability to present complex information in a clear and concise manner.
• Strong interpersonal skills, with the ability to work effectively with diverse stakeholders and teams.
• Fluency in English is required. Knowledge of Arabic is an asset.
• Ability to work in challenging and dynamic environments, with a proactive and solution-oriented approach.

Duration and Location

The Senior Monitoring and Evaluation Specialist (ETC) position is an Extended-term consultancy for one year. The position will be based in Cairo, Egypt, with frequent travel to Amman, Jordan.
