Togo has made important progress in expanding access to basic education and strengthening the foundations for human capital development. At the same time, the education and skills system continues to face important challenges, including low learning outcomes, uneven teaching quality, internal inefficiencies, persistent equity gaps, infrastructure constraints, and the need to strengthen overall sector management and resilience. These challenges are central to Togo's human capital agenda and to the World Bank's broader engagement in inclusive growth, jobs, and service delivery.

The World Bank Education & Skills Global Practice has an active engagement in Togo through the Togo Improving Quality and Equity of Basic Education Project (PAQEEB, P172674). The PAQEEB Project Development Objectives are to improve the quality of, and equitable access to, basic education in selected regions, particularly for girls, and to strengthen the overall management of the education system. The project includes components focused on improving the quality of teaching and learning; improving equitable access to primary and lower-secondary education; strengthening system management and resilience; and a Contingent Emergency Response Component. As PAQEEB moves toward completion and closure, the task team requires strong country-based technical support to help monitor implementation progress, address bottlenecks, document results, support client engagement, and contribute to high-quality completion reporting.

In parallel, the World Bank is preparing a new Skills for Innovation, Resilience, and Aspirations (SIRA) project in Togo. The new operation is expected to build on ongoing policy dialogue and analytical work on foundational learning, skills development, technical and vocational education and training (TVET), youth employment, private sector engagement, and education-to-employment transitions. Preparation will require close engagement with government counterparts, development partners, training providers, private sector actors, civil society, and other stakeholders to define priority interventions, institutional arrangements, implementation modalities, and results.

The World Bank education and skills team in Togo is a key technical partner in the education landscape, providing technical assistance to the government, policy dialogue on reform priorities, operational support to Bank-financed projects, and coordination among technical and financial partners. The team works closely with the relevant line ministries, project coordination units, development partners, and other stakeholders to support implementation, strengthen sector systems, and develop new operations aligned with government priorities.

The World Bank is seeking a qualified Extended Term Consultant (ETC) based in Lomé to support the Education & Skills Global Practice in Togo. The consultant will provide hands-on operational, analytical, coordination, and policy dialogue support, with two primary responsibilities: supporting the successful completion and closure of PAQEEB; and supporting the preparation of the new SIRA project in Togo. The consultant may also provide cross-support to the Health team in Togo and to other Education teams in the same Country Management Unit (CMU), based on business needs and management agreement.

Duties and Responsibilities

a. Operations and PAQEEB Portfolio Support As a member of the task team, provide high-quality and timely implementation support for PAQEEB, with a focus on ensuring strong implementation through closing. Support the TTL and team in monitoring implementation progress; following up on agreed actions with the Project Coordination Unit and relevant ministries; identifying implementation bottlenecks and proposing practical solutions; participating in implementation support missions and technical meetings; and drafting or reviewing project documents such as aide-mémoires, ISRs, management briefs, implementation support notes, and action matrices.
b. PAQEEB Completion, Results Documentation, and ICR Support Support the team in preparing for project completion and closure, including tracking progress against the results framework, reviewing evidence on achievement of project indicators and performance-based conditions, documenting implementation progress and lessons learned, and contributing technical inputs to the Implementation Completion and Results Report (ICR). Support the collection and organization of evidence on project achievements, beneficiary results, implementation challenges, and sustainability considerations.
c. Client Support and Implementation Follow-up Provide day-to-day technical support to government counterparts, including the Project Coordination Unit and relevant education sector departments, to facilitate timely implementation, problem-solving, and preparation for project closure. Support the organization and follow-up of technical meetings, supervision missions, field visits, portfolio reviews, and client discussions. Maintain regular communication with the TTL and team on emerging issues, risks, proposed actions, and follow-up needed from government counterparts.
d. SIRA Project Preparation Support the preparation of the new SIRA project in Togo, including through stakeholder mapping, analytical inputs, consultation planning, and technical contributions to concept and preparation documents. Contribute to the identification and design of potential project components, implementation arrangements, results indicators, and activities related to foundational learning, skills development, TVET, workforce development, private sector engagement, labor market relevance, and education-to-employment transitions.
e. Policy Dialogue Identify and nurture opportunities to participate in the broader policy dialogue in Togo, particularly on basic education quality, sector management, TVET and skills development reform, workforce development, and education-to-employment transitions. Prepare briefing notes, stakeholder engagement materials, meeting summaries, and technical inputs to support government dialogue and decision-making.
f. Analytical Work and Non-Lending Services Lead or contribute to the design, preparation, and dissemination of analytical products relevant to Togo's education and skills agenda, including sector diagnostics, skills-system mapping, TVET analyses, stakeholder consultations, policy notes, case studies, and reviews of government strategies and programs. Provide input on issues such as curriculum, teacher training, school administration, education finance, management and governance, skills development, and labor market relevance.
g. Client Capacity Building Build client capacity to use findings from policy research and analytical work for developing new policies and strengthening implementation. Provide technical advice on key issues and strategic directions for Togo's education sector, bringing relevant international experience, local knowledge, and research to assist in developing practical solutions.
h. Partnerships and Donor Coordination Work closely with funding partners, trust fund partners, and other development partners active in education and skills in Togo. Support coordination through the Local Education Group and other mechanisms, helping ensure that PAQEEB closure and SIRA preparation are aligned with government priorities, partner activities, and ongoing sector dialogue.
i. Cross-Sectoral Coordination and Health Cross-Support Contribute to cross-sectoral coordination within the World Bank on issues linking education, skills, adolescent girls, health, youth employment, and human capital. Subject to agreement with management and relevant task team leads, provide cross-support to the Health team in Togo, including on activities related to adolescent girls, second-chance education, community engagement, service delivery, project implementation support, and related analytical or operational work.
j. Cross-Support to Other Education Teams in the CMU Based on business needs and availability, provide cross-support to other Education & Skills teams in the same CMU. This may include technical inputs to project preparation or implementation support, review of project documents, contribution to analytical work, participation in missions, and support to regional knowledge exchange under SIRA or related education and skills initiatives.
k. Team Coordination and Knowledge Management Participate actively in World Bank team meetings, country office coordination, portfolio discussions, and relevant regional Education & Skills GP activities. Support knowledge management by organizing key documents, consolidating strategic information, preparing short technical summaries, and facilitating continuity across PAQEEB closure and SIRA preparation.

The consultant will be expected to deliver the following, under the guidance of the TTL and relevant task team members:

Portfolio Implementation Support and Capacity Building
Provide hands-on support for PAQEEB implementation through closure, including regular updates on implementation status, priority actions, bottlenecks, proposed solutions, and support needed from the Bank team or client. Support clients in resolving implementation issues and strengthen their capacity to manage Bank-financed operations effectively.

PAQEEB Closure Planning and ICR Inputs
Contribute to PAQEEB closure planning and preparation of completion documentation, including technical inputs to the Implementation Completion and Results Report, summaries of key achievements and implementation challenges, documentation of beneficiary results, and evidence-based lessons for future education and skills operations in Togo.

Mission, Meeting, and Portfolio Review Support
Support the preparation and follow-up of supervision missions, field visits, technical meetings, and portfolio reviews, including agendas, background notes, meeting summaries, aide-mémoire inputs, action matrices, and follow-up correspondence with government counterparts and project coordination units.

SIRA Project Preparation Support
Provide technical inputs to the preparation of the new SIRA project in Togo, including stakeholder mapping, diagnostic summaries, component design inputs, results framework inputs, implementation arrangement notes, and contributions to concept and appraisal-stage documents.
Analytical Work and Policy Advisory
Lead or contribute to analytical notes, policy briefs, sector diagnostics, skills-system mapping, TVET and workforce development analyses, consultation summaries, and other knowledge products relevant to the education and skills agenda in Togo.

Partnership Development and Coordination
Facilitate coordination among development partners, trust fund partners, and other stakeholders to align objectives, leverage resources, and support the effective implementation and uptake of reforms in the education and skills sector.
Cross-Sectoral and CMU Cross-Support Outputs As agreed with relevant task team leads, provide technical inputs, mission support, document review, operational follow-up, or analytical contributions for the Togo Health team and/or other Education teams in the CMU.

Reporting and Coordination
The consultant will report to the relevant Education & Skills Global Practice TTLs for Togo, under the overall guidance of the Practice Manager. For cross-support assignments, the consultant will coordinate with the relevant task team leads and managers. The consultant will be based in Lomé and will work closely with the World Bank country office, government counterparts, project coordination units, development partners, and other members of the Education & Skills team.

Duration and Location
The assignment will be for 10 months, with the possibility of extension subject to business needs, budget availability, and satisfactory performance. The position will be based in Lomé, Togo, with possible travel within Togo and, as needed, to other countries in the CMU or region, subject to World Bank travel policies and task team needs.

Selection Criteria

• Advanced degree in education, education sciences, curriculum development, public policy, economics, international development, human capital development, or a closely related field. A doctorate in education or a related field is highly desirable.
• Minimum of five years of relevant professional experience in the education sector, skills development, education policy, training systems, curriculum development, education management, or a related field. Significant experience in Togo's education system is highly desirable.
• Demonstrated experience supporting implementation of education projects, including monitoring implementation progress, reviewing technical documents, supporting field missions, identifying bottlenecks, and preparing operational documents such as aide-mémoires, ISRs, progress notes, and action matrices.
• Familiarity with World Bank-financed operations and/or Global Partnership for Education procedures is highly desirable, including experience supporting project implementation, results monitoring, client engagement, and policy dialogue.
• Strong knowledge of Togo's education sector, including basic education, teacher training, curriculum, school management, sector planning, and engagement with national and local education institutions.
• Experience in TVET, skills development, workforce development, private sector engagement, or education-to-employment transitions is highly desirable.
• Experience conducting or supporting analytical work, including document review, sector diagnostics, stakeholder consultations, data collection, report writing, and technical synthesis.
• Demonstrated ability to engage effectively with government counterparts, development partners, civil society, private sector stakeholders, and project coordination units.
• Experience working on cross-sectoral human capital issues, including adolescent girls, health, gender, youth development, second-chance education, or community engagement, is an asset.
• Strong written and oral communication skills in French are essential. Working knowledge of English is desirable.
• Strong organizational skills, attention to detail, ability to work under pressure, and capacity to manage multiple priorities simultaneously.
• Ability to work effectively in a multicultural team environment and to communicate regularly and clearly with country-based and headquarters-based team members.
• Strong problem-solving skills, client orientation, initiative, and commitment to results.
