The World Bank's Social Policy Department in the Latin America and Caribbean Region (LCR) is supporting government efforts to strengthen social inclusion. It is implementing a portfolio of projects focused on preventing and responding to gender-based violence (GBV) and supporting the social and economic reintegration of vulnerable populations, and strengthening economic opportunities for women, Indigenous Peoples and Afro-descendants.
The ETC will provide technical and operational support across GBV, migration and Indigenous Peoples/Afro-descendant portfolio, including the following operations:
1. Promoting Innovative Approaches to Prevent and Respond to GBV in Latin America and Caribbean (P179459) This regional Advisory Services and Analytics (ASA) initiative seeks to contribute to the reduction of GBV by promoting innovative approaches to prevention and response and by strengthening the capacities of stakeholders across the LAC region.
2. Promoting the Transformation of Harmful Gender Norms and Addressing Sexual and Reproductive Health to Prevent Gender-Based Violence — Bolivia (P180937) This Investment Project Financing (IPF) operation is active in Bolivia. It aims to contribute to the reduction of GBV and the change of gender-unequal attitudes among adolescents and youth in selected municipalities through innovative interventions centered on comprehensive sex education and financial literacy.
3. HN Vuelve y Crece JSDF — Honduras (P511732) This pipeline operation in Honduras, financed through the Japan Social Development Fund (JSDF), aims to enhance the social and economic reintegration of women returnees in Honduras by improving their access to livelihoods and psychosocial support services.
4. Promotion of indigenous and Afro-descendant participation in the blue economy, with emphasis on ecotourism on the coast of Central America (PROBLUE Bank-executed trust fund). The PROBLUE activity aims to improve access to eco tourism and blue economy opportunities for Indigenous Peoples and Afro descendant (IP/AD) communities along Honduras’ Caribbean coast, with a focus on inclusive participation, capacity building, and policy dialogue. It has three components:
Component 1: Developing a strategy to promote Indigenous and Afro-descendant participation in blue economy jobs, with a focus on eco-tourism and coastal-marine conservation
Component 2 – Capacity building, learning, and partnership
Component 3 – Technical assistance, sustainability and scaling
Objective
The objective of this consultancy is to provide technical, analytical, and operational support to the task teams leading the projects listed above, contributing to their effective implementation, knowledge generation, and stakeholder engagement.
Scope of Work and Duties
The ETC will be responsible for the following tasks:
Technical and Analytical Support
• Conduct background research, literature reviews, and analysis on GBV prevention, gender norms transformation, sexual and reproductive health (SRH) social and economic reintegration of vulnerable women, and topics related to Indigenous and Afrodescendants communities in Central America.
• Support the development and review of technical reports, project briefs, and knowledge products associated with the portfolio.
• Contribute to the design, refinement, and monitoring of project indicators and results frameworks.
• Assist in synthesizing lessons learned and best practices from ongoing and completed projects to inform implementation strategies across the portfolio.
Project Implementation Support
• Support day-to-day coordination and implementation activities for P180937 (Bolivia) and P511732 (Honduras) and PROBLUE TF, including liaison with government counterparts, implementing agencies, and other stakeholders.
• Assist in the preparation and review of progress reports, aide-mémoires, implementation support mission documentation, and other operational documents.
• Monitor project timelines, procurement plans, and financial disbursements, flagging any issues to the task team leaders in a timely manner.
• Support the organization and logistics of implementation support missions, workshops, and stakeholder consultations.
Regional Knowledge and ASA Support (P179459)
• Contribute to the development and dissemination of knowledge products under the regional GBV ASA, including policy notes, case studies, and presentations.
• Contribute to the development of knowledge products and strategies under the PROBLUE TF (indigenous / Afrodescendant strategy co-created with local communities, related reports)
• Support the preparation and facilitation of regional events, learning exchanges, and capacity-building activities targeting government officials, civil society organizations, and other stakeholders across LAC.
• Assist in the curation and communication of innovative approaches to GBV prevention and response identified across the region.
Stakeholder Engagement and Communication
• Support the preparation of presentations, communication materials, and briefings for internal and external audiences.
• Liaise with counterparts in Bolivia and Honduras, as well as with regional partners, as needed.
• Contribute to the team's engagement with other World Bank units, donors, and development partners working on GBV, gender equality, and social inclusion in the LAC region.
Deliverables
The ETC will contribute to the following deliverables, in coordination with the task team leaders:
• Research notes and technical inputs for project documents and knowledge products.
• Draft sections of implementation support mission aide-mémoires and progress reports.
• Background papers and presentations for regional events and stakeholder engagements.
• Summaries of lessons learned and innovations in GBV prevention and response across the LAC portfolio.
• Other written outputs as requested by the task team leaders.
Selection Criteria
The ideal candidate should have the following qualifications:
• Advanced degree (Master's or equivalent) in social sciences, gender studies, public policy, international development, or a related field.
• A minimum of five (5) years of relevant professional experience in gender-based violence, gender equality, social protection, or a related area.
• Demonstrated experience working on development projects in Latin America and the Caribbean, preferably with exposure to Bolivia and/or Honduras.
• Knowledge of GBV prevention approaches, gender norms transformation, sexual and reproductive health, and/or social and economic reintegration programs.
• Strong analytical and writing skills, with the ability to synthesize complex information clearly and concisely.
• Experience with World Bank operations (project preparation, implementation, or M&E) is an advantage.
• Excellent command of English and Spanish, both written and spoken.
Reporting
The ETC will report to the Task Team Leaders of the three projects — Diana Jimena Arango (P180937 and P179459), Ana Isabel Aguilera De Llano (P511732) and Kamila Galeza — and will work under the overall supervision of the Practice Manager, William Wiseman.
Duration and Location
The assignment is expected to be for an initial period of 9 months, with the possibility of renewal subject to satisfactory performance and availability of funds. The ETC will be based in Washington, D.C., with potential travel to Bolivia, Honduras, and other LAC countries as required by project activities.
Remuneration
Remuneration will be commensurate with qualifications and experience, and in line with World Bank Group compensation guidelines for Extended-Term Consultants.
