Background and Context

The Social Policy & Protection practice in Latin America and the
Caribbean is experiencing a growing and sustained demand for technical support
on financial inclusion as a core component of the social inclusion agenda. This
reflects an expanding operational and analytical portfolio, increased
engagement with client governments, and a rising number of investment and trust
fund financed activities that integrate social inclusion objectives with
financial access, climate finance, and community based delivery mechanisms. The
agenda increasingly requires specialized and continuous technical capacity to
support project preparation, implementation oversight, analytical work, and
cross practice coordination, particularly in relation to indigenous Peoples,
Afro descendant communities, quilombola populations, and other historically
underserved groups. Dedicated ETC capacity is therefore required to ensure
continuity, quality, and effective delivery across country and regional
programs.

Objective

The objective of this assignment is to provide senior technical and
strategic advisory support to the design, implementation, and supervision of
financial inclusion and social inclusion operations in LCR, with a particular
focus on climate and biodiversity financing, and on inclusion of indigenous
Peoples, Afro-descendant, and other underserved communities.

The assignment requires a senior specialist capable of independent
technical judgment, strategic advisory functions, and high-level client
engagement, including coordination of multi-disciplinary teams and delivery of
complex and innovative financial inclusion instruments across multiple
countries. The role entails end-to-end advisory functions across the project
cycle, as well as quality assurance and regional program support.

Scope of Work and Responsibilities

Under the guidance of the Social Policy & Protection team, the ETC
will:

• Provide strategic and technical leadership in the design and implementation of financial inclusion components in World Bank–supported operations and regional programs (e.g., FINABIEN, GBFF, GCF, Amazonia Viva), ensuring alignment with operational objectives and client needs.
• Advise task teams and clients across the full project cycle (identification, preparation, implementation, and supervision) on complex issues related to inclusive finance, community-based financial systems, and climate/biodiversity-linked financial instruments.
• Lead the development of innovative financial instruments and models tailored to indigenous, Afro-descendant, and local communities, including mechanisms linked to conservation finance, carbon markets, and locally led development.
• Coordinate multi-disciplinary inputs across Social Policy, Environment, and other Global Practices, ensuring coherence and quality of technical outputs and operational design.
• Engage in high-level dialogue with government counterparts, financial institutions, and partner organizations, including on sensitive or complex policy and operational issues.
• Review and ensure quality of analytical and operational outputs, including project documents, results frameworks, implementation arrangements, and technical notes.
• Contribute to strategic positioning of the program at regional level, including pipeline development, partnership building, and resource mobilization (GCF, GEF, GBFF and others).
• Lead or contribute to regional knowledge and learning initiatives, including the production of flagship knowledge products, methodological tools, and cross-country exchanges.

Deliverables

• Strategic advisory notes and technical guidance on complex project design and implementation issues

Selection Criteria

Minimum Requirements

• Education and experience

o Master’s degree in a relevant field (economics, finance, public policy, or related areas) or equivalent combination of education and extensive relevant professional experience.
o At least 8 years of relevant professional experience in financial inclusion, development finance, social inclusion, or related sectors, with a substantial portion in Latin America.
o Demonstrated experience in designing and implementing financial instruments and models, including microfinance, impact investment, or community-based financial systems.
o Proven track record of leading complex initiatives or organizations, including senior management, advisory, or board-level responsibilities.
o Experience working on multi-country programs or regional initiatives, including engagement with diverse institutional and socio-economic contexts across Latin America.
o Strong experience engaging with Indigenous Peoples, Afro-descendant communities, or other underserved populations, including in rural and remote areas.
o Experience working with public sector institutions, financial regulators, or international organizations, and engaging in policy dialogue.

• Technical competencies

o Deep expertise in financial inclusion, microfinance, and impact investment, including development of financial instruments and market-based solutions.
o Strong understanding of local economic development, community-driven development approaches, and inclusive business models.
o Demonstrated ability to integrate financial inclusion with broader agendas, including climate, sustainability, or territorial development.

• Leadership and strategic skills

o Proven ability to provide high-level technical advice and strategic guidance on complex operational and policy issues.
o Experience in leading multidisciplinary teams and coordinating across institutions and sectors.
o Strong capacity to engage senior stakeholders, including government counterparts, financial institutions, and development partners.

• Communication and knowledge

o Demonstrated ability to produce high-quality analytical and operational outputs, including technical reports, advisory notes, and knowledge products.
o Experience contributing to knowledge generation, training, or academic activities is desirable.

• Languages

o Fluency in Spanish required.
o Working proficiency in Portuguese and/or English is highly desirable.

Reporting and Contract Type

• The ETC will report to the Social Policy practice, with matrixed support to Environment teams as required.
• Appointment will be at ETC Level 3, under transitional measures from Short Term Consultant (STC) to ETC.
