The Social Policy Global Department works to expand access to effective social protection, economic inclusion, and jobs programs that help individuals and families manage risk, build human capital, and escape poverty. The Department's work is anchored in the World Bank's ambitious SP500 target — to reach at least 500 million poor and vulnerable people with social protection programs by 2030, with half of them women and girls — through innovative digital cash transfer systems, adaptive social protection, and integrated economic inclusion approaches.
Within this agenda, the FCV (Fragility, Conflict, and Violence) represents strategically significant and operationally complex priorities of the Department, requiring sustained technical expertise and dedicated operational support. Social Protection Response (SPR) Umbrella Trust Fund's Fragility, Conflict, and Violence (FCV) Window supports task teams in strengthening policy and operational engagement to improve social protection systems that protect human capital and build resilience among poor and vulnerable people affected by FCV, provide mechanisms to respond to spikes in needs of crisis-affected populations, and establish foundations for recovery from crises. Alongside this, the Partnerships Window (M-GA) serves as a key catalytic instrument for accelerating SP500 delivery through joint World Bank-UN technical assistance that strengthens national systems and unlocks investment at scale. The FCV thematic track under M-GA supports fragile and conflict-affected countries in building nationally led, integrated social protection and employment systems.
In this backdrop, the SP Department is seeking an Extended-Term Consultant who can bridge rigorous analytical work with day-to-day operational management, and who can engage effectively with country teams, regional focal points, and global partners.
Objective of the Assignment
The objective of this assignment is to provide high-quality technical, analytical, and operational support to the SP Department, with a focus on: (i) managing the SPR FCV window; (ii) supporting the roll-out of new M-GA thematic track; (iii) delivering technical assistance to regional teams; (iv) producing evidence and research outputs; and (v) supporting knowledge management and learning agenda.
Scope of Work and Key Responsibilities
• Provide operational and technical support for the implementation of the SPR FCV Window across participating countries, including coordination with country teams/grantees, troubleshooting implementation bottlenecks, and tracking delivery against agreed workplans and results indicators.
• Support portfolio monitoring, reporting, and donor engagement activities, including preparation of annual donor reports, monthly progress updates, presentations, and briefing materials on program implementation, results, risks, and lessons learned.
• Provide technical and operational support for the rollout of the M-GA FCV thematic track across FCV countries, including coordination with country teams, technical review of proposals and activities, and follow-up on implementation progress and coordination with donor and partners, as necessary.
• Provide strategic and technical support through the preparation of briefing notes, talking points, analytical inputs, and operational guidance for senior management, donors, country and regional teams, as well as for high-level engagements and policy dialogue on social protection in FCV contexts.
• Lead and contribute to analytical and knowledge products on social protection in FCV contexts, including evidence generation, synthesis of operational lessons, development of scalable and FCV-sensitive approaches, and preparation of thematic guidance notes and frameworks.
• Facilitate knowledge exchange, learning, and partnership activities related to social protection in FCV settings, including coordination of communities of practice, practitioner clinics, learning events, newsletters, webinars, and maintenance of online knowledge and resource platforms.
• Support cross-sector collaboration and operational learning on scalable social protection solutions in FCV settings, including engagement with internal and external partners to identify emerging issues, document good practices, and strengthen operational effectiveness.
Selection Criteria
• Advanced degree (master’s or higher) in economics, public policy, international development, social protection, political science, public administration, or a related field.
• At least 8–10 years of relevant professional experience in social protection, FCV (Fragility, Conflict and Violence), livelihoods, humanitarian-development nexus programming, or related development areas.
• Demonstrated experience supporting the design, implementation, and monitoring of multi-country development or trust fund–financed programs, preferably in FCV settings.
• Strong analytical and technical expertise in social protection systems, adaptive/scalable social protection, livelihoods, resilience, or jobs programming in fragile and conflict-affected contexts.
• Proven experience preparing high-quality analytical products, policy briefs, technical notes, donor reports, and presentations for senior stakeholders.
• Experience coordinating with multiple stakeholders, including government counterparts, development partners, donors, NGOs, and country teams across diverse operational environments.
• Strong operational and project management skills, including the ability to manage competing priorities, monitor implementation progress, and deliver results under tight timelines.
• Demonstrated knowledge of World Bank or other multilateral development partner operational processes and financing instruments is highly desirable.
• Excellent written and verbal communication skills in English, including the ability to synthesize complex technical information for different audiences.
• Experience organizing and facilitating knowledge exchange activities, communities of practice, workshops, webinars, and learning events.
• Strong interpersonal skills and ability to work effectively in multicultural and multidisciplinary teams.
• Willingness and ability to work flexibly and provide rapid-response support on emerging operational and strategic priorities.
