The World Bank, largest development institution, is supporting the education sector with currently 4 projects (2 under implementation, and 2 under preparation). Côte d'Ivoire Strengthening Basic Education System Operation, P177800, supports access, quality and governance of basic education systems, while Cote d'Ivoire Youth Employment and Skills Development Project, P172800, supports the labor market insertion of youth. Côte d'Ivoire - Skills for Innovation, Resilience, and Aspirations, P509925- in preparation, will support the development of skills acquisition ecosystems.

The World Bank education team in Cote d’Ivoire is a key technical partner on the education landscape, providing technical assistance to the ministry, facilitating policy dialogue on reform areas, and coordinating among technical and financial partners. The education team is managing various trust funds from the Global Partnership for Education, Foundational Learning Compact, and the MasterCard Foundation on all aspects of the education system.

The World Bank is seeking a qualified Extended Term Consultant to support the task team in: engaging in high-quality policy dialogue with government counterparts and stakeholders on key issues in education and skills development, providing timely and quality implementation support to the governments on the lending operations, supporting the preparation of new lending programs, and supporting analytical work and technical assistance.

Scope of works

The Main Responsibilities Include:
Operations as a member of the team, in the education sector or multi-sectoral operations, tapping into the Bank’s full range of lending instruments. Provide implementation support for the on-going portfolio. Provide timely advice and support to clients in implementing projects and help to build capacity of the education ministries and institutions and government officials. Priority programs consist of the Cote d’Ivoire Portfolio (PEJEDEC3, PRSEB, SIRA CIV), but support for other programs in the CMUs of Cote d’Ivoire, Mali and Senegal will be determined per management request. Finally, the selected consultant will also be able to provide cross-support to other units within the World Bank Group.
Fundraising as a team member, work closely to identify, develop and support new business areas of engagement, including piloting innovative solutions to learning crisis and skills scarcity.
Client Capacity Building Build client capacity to use findings of policy research/ analytical work for developing new policies. Provide technical advice on key issues and strategic directions for the country’s education sector development, by bringing relevant international experience and research to assist in developing local solutions.
Partnerships Work closely with funding partners including trust fund partners and lead coordination and collaboration among partners.
Contribute to policy dialogue Identify and nurture opportunities for participating in the broader policy dialogue in the country especially in so far as they impact on education or where the education sector can make a contribution.
Analytical work and non-lending services Lead and contribute to the design, preparation and dissemination of analytical products (e.g. sector assessment, policy notes, impact evaluation, public expenditure reviews, country systems diagnostics, case studies, etc.); provide input on a range of issues (e.g., education finance, management and governance, teacher policies, skills development) to support education into the respond to critical policy questions identified by the client and which have an impact on policy and operational design.

Deliverables

Portfolio Implementation Support and Capacity Building
Provide hands-on support for the implementation of education and multi-sectoral projects, ensuring timely client advice and building the capacity of ministries and institutions to manage Bank-financed operations effectively.

Analytical Work and Policy Advisory
Lead or contribute to the design, preparation, and dissemination of analytical products (such as sector assessments, policy notes, and impact evaluations) and use these findings to advise clients on strategic directions and policy development for the education sector.

Partnership Development and Coordination
Facilitate collaboration and coordination among funding partners, including trust fund contributors and other donors, to align objectives, leverage resources, and maximize impact in the education sector.

Fundraising and Business Development
Identify and support new business opportunities, including piloting innovative solutions to address learning crises and skills gaps, and contribute to resource mobilization efforts through proposals and engagement with trust funds and external partners.

Selection Criteria

The selected candidate will possess the following qualifications:
• PhD in Education (economics of education, evaluation, etc.) or other related fields (e.g., economics, public policy, other human development or social sector-related areas, etc.).
• Minimum of 10 years of experience in the education sector projects, analytics, development of education strategies, or evaluation of education systems.
• Familiarity with education operations with international organizations, including preparation and implementation support for projects; knowledge of education technology and/or private education systems is highly desirable.
• Knowledge of the Cote d’Ivoire education sector is highly desirable; all candidates are expected to familiarize themselves with the challenges and specificities of this system.
• Strong client orientation and proven ability to work with government agencies, with national stakeholders, and with partner organizations.
• Excellent written and oral communication in French is essential, and in English is desirable.
• Previous work in a fragile environment is a strong.
