The World Bank Group (WBG) is committed to taking bold action on climate change, as reflected in the WBG Climate Change Action Plan (CCAP 2021–2025) and the LAC Climate Roadmap (2021–2025). Beyond the CCAP, the WBG's climate commitments are anchored in a set of binding financial frameworks that remain in force independently of the CCAP's future: the IBRD Capital Increase Package (requiring climate co-benefits of at least 30% on average over FY20–FY30), the IFC Capital Increase (committing to 32% of own-account long-term finance over FY20–FY30, rising to 35% by FY30), and IDA21 (setting a 45% climate co-benefits target over FY26–FY28, with at least half consisting of gross adaptation finance). The Latin America and Caribbean (LAC) region is at the forefront of this effort, given both its vulnerability to climate impacts and its enormous potential to contribute to global mitigation through its natural capital, renewable energy resources, and green growth opportunities.
The LAC Climate Task Force (LCTF), managed by the SLCEO unit within the Environment Department, serves as the operational backbone of the region's climate ambition. The LCTF supports all Global Practices (GPs) and Country Management Units (CMUs) across the LAC region in meeting WBG corporate climate targets, including the achievement of Climate Co-Benefits, the mainstreaming of Paris Alignment across the lending portfolio, and the integration of robust climate analytics into Country Climate and Development Reports (CCDRs) and broader country engagement.
The consultant will work under the direct supervision of the LCTF Senior Environmental Specialist and TTL, and in close coordination with the broader LCTF team and the global Climate Change Group (CCG). Given the operational nature and regional scope of this role, a sustained, full-cycle engagement is essential to ensure continuity, quality, and impact across the LAC climate program.
Objectives
The consultant will provide dedicated technical and operational support to the LCTF and to the broader ENV climate program managed by the supervising TTL.
Specifically, the consultant will:
• Support LAC task teams across all GPs to mainstream climate considerations into project design and achieve WBG Climate Co-Benefits targets;
• Ensure the Paris Alignment of LAC lending operations in a technically robust and timely manner;
• Serve as a key liaison between LAC task teams and the global Climate Change Group;
• Contribute to the monitoring, reporting, and knowledge management functions of the LCTF; and
• Provide flexible technical support to the broader ENV climate program managed by the supervising TTL, as required.
Key Tasks and Responsibilities
A. LAC Climate Task Force (LCTF) Core Support
Expert Guidance and Project Design Integration
• Provide hands-on technical guidance to task teams across multiple GPs to integrate climate considerations into project design, with a focus on boosting Climate Co-Benefits, strengthening climate indicators and impact assessments, and ensuring the climate ambition of operations is both credible and measurable.
• Serve as a dedicated climate change focal point for an assigned portfolio of projects, engaging proactively with task teams and clients throughout the project cycle to ensure operations are climate-informed from concept to implementation.
• Support task teams in conducting and reviewing Paris Alignment assessments, ensuring technical quality, consistency with WBG methodologies, and timely delivery in line with project processing milestones.
• Advise task teams on the integration of climate resilience and adaptation approaches, drawing on CCDRs, NDCs, National Adaptation Plans, and other country-level climate diagnostics.
Coordination and Liaison.
• Act as a key liaison with the Climate Change Group (CCG) on matters related to regional Climate Co-Benefits status, project-specific technical inquiries, methodology updates, and grievance redressal processes.
• Coordinate the LAC Adaptation Working Group, facilitating knowledge exchange, tracking adaptation-related commitments, and supporting cross-GP collaboration on climate resilience mainstreaming.
• Engage with CMUs, LCROS, and other relevant units to ensure alignment between climate commitments and country-level programming priorities.
Monitoring and Reporting
• Contribute to the close monitoring and reporting of Climate Co-Benefits estimates and Paris Alignment status across the LAC lending portfolio, including periodic updates to senior management, CMUs, and the LCROS team.
• Support the preparation of reports, briefs, and dashboards on the region's progress toward WBG climate targets, including contributions to the CCAP/Climate
Roadmap reporting cycle.
• Assist in data collection, quality control, and analysis of climate-related project indicators to support evidence-based decision-making.
Knowledge Management and Capacity Building
• Facilitate and contribute to knowledge exchange activities on climate change for regional staff, including workshops, learning sessions, and cross-regional exchanges.
• Prepare and disseminate technical notes, guidance documents, and good practice examples to support task teams in improving the climate quality of their operations.
• Support the development of climate analytics and diagnostics as needed, including contributions to CCDRs and climate country profiles.
B. Broader ENV Climate Program Support
• Provide flexible technical assistance to the wider climate program overseen by the supervising TTL, including support to analytical work, policy dialogue, stakeholder engagement, and operational tasks as priorities evolve.
• Contribute to the preparation of concept notes, presentations, terms of reference, and other programmatic documents as required.
• Leverage his expertise in areas such as carbon markets, carbon pricing, and long-term climate strategies to add value to cross-cutting initiatives within the broader program.
• Perform other related assignments as requested by the supervising TTL.
Selection Criteria
Education and Experience
• Advanced degree (Master's or PhD) in environmental engineering, natural resources management, environmental economics, sustainability, climate finance, or a closely related field.
• A minimum of nine years of relevant professional experience in climate change mitigation and/or adaptation, with demonstrated expertise in at least two of the following areas: Climate Co-Benefits assessments, Paris Alignment methodologies, climate resilience, carbon markets, or long-term climate strategy.
• Prior experience working with or supporting multilateral development bank operations, including familiarity with WBG climate commitments, project cycles, and standards, is strongly preferred.
• Demonstrated experience in the LAC region, with knowledge of country-level climate policy frameworks (NDCs, national adaptation plans, long-term strategies) across multiple LAC countries.
• Experience engaging with government counterparts, development partners, and diverse stakeholders in a multi-country context.
Languages
• Oral and written fluency in Spanish (native or equivalent) is required.
• Oral and written fluency in English is required.
Technical Competencies
• Climate Finance and Co-Benefits: Strong knowledge of WBG and MDB Climate Co-Benefits methodologies and tracking frameworks.
• Paris Alignment: Direct experience applying Paris Alignment frameworks (physical and transition risk) to investment operations.
• Policy Dialogue: Ability to engage in substantive technical discussions with government counterparts, task teams, and senior management.
• Analytical Skills: Ability to synthesize complex climate data and produce clear, actionable outputs for diverse audiences.
• Cross-Sectoral Integration: Demonstrated capacity to mainstream climate considerations across multiple sectors (energy, transport, agriculture, urban, water, etc.).
