The Planet Vice Presidency
The Planet Vice Presidency helps countries tackle their most complex challenges in the areas of Agriculture and Food, Climate Change, Environment, Environmental and Social Framework, Social Sustainability and Inclusion, and Water.
Environment Department
The sustainable management of the environment and natural resources is vital for economic growth and human wellbeing. When managed well, renewable natural resources, watersheds, productive landscapes, and seascapes can provide the foundation for sustained inclusive growth, food security and poverty reduction.
To advance this agenda, the Environment Department (ENV) has five key business lines consisting of lending and non-lending services in (1) Forests, Watersheds and Sustainable Landscapes (Green Business line); (2) Marine, Coastal, Aquatic Resources and Ocean Health (Blue Economy Business line); (3) Pollution Management and Environmental Health (Pollution Management Business line); (4) Environmental Economics, Policies and Institutions Business line, and (5) Environmental Risk Management Business line: delivery of effective environmental risk management and sustainability by managing risk at the project level and creating opportunities to advance sustainable development.
Latin America and Caribbean Region
The WBG serves 30 client countries in the Latin America and the Caribbean Region (LCR). Clients range from large rapidly growing sophisticated middle-income clients to IDA countries, to small Caribbean states, and to one fragile state. Despite immense resources and dynamic societies, deep inequalities persist in most LCR countries, with nearly a quarter of the region's people living in poverty. The region is extremely exposed and vulnerable to many natural disasters, such as earthquakes, floods that can ravage entire regions, and hurricanes. It is also among the most vulnerable due to high population density in the areas where these disasters strike and the need for better risk management practices.
Amazonia Viva
The World Bank Group's Amazonia Viva initiative is the institution's overarching program to strengthen efforts and partnerships to safeguard the Amazon biome's natural assets, foster nature-smart and inclusive economic opportunities, and improve the living standards of Amazonian populations across seven countries: Bolivia, Brazil, Colombia, Ecuador, Guyana, Peru, and Suriname. Structured around three mutually reinforcing pillars — a Green, a Prosperous, and a Livable Amazonia — the initiative seeks to address the region's most pressing environmental and development challenges, including deforestation, biodiversity loss, and socioeconomic inequality, while advancing climate resilience and promoting sustainable livelihoods for Indigenous Peoples, Afro-descendants, and local communities. The coordination of Amazonia Viva currently sits with the LCR Environment Manager. The Amazon Sustainable Landscapes Program contributes to Amazonia Viva objectives.
Amazon Sustainable Landscapes Program
The Amazon Sustainable Landscapes (ASL) Program is a regional effort towards the conservation and sustainable development of the Amazon with a total of approximately US$ 320 million in Global Environment Facility (GEF) grant funding which to date includes three phases. Under an integrated regional approach, the ASL includes national projects in Bolivia, Brazil, Colombia, Ecuador, Guyana, Peru, Suriname and Venezuela. Together, the projects aim to improve integrated landscape management and ecosystem conservation in targeted areas of the Amazon.
The program was initially approved in October 2015 by the GEF Council with Brazil, Colombia and Peru as participant countries. In the next GEF replenishment cycle, the Council approved a second phase with the initial participant countries plus Bolivia, Ecuador, Guyana and Suriname (ASL2) and a third phase adding Venezuela. All phases include a regional coordination project executed directly by the World Bank as the program lead agency, to provide technical assistance and promote knowledge exchange opportunities to the participant countries and program partners.
The ASL’s regional TA project (ASA - P173602 and P502116) aims to strengthen coordination, access to information, and capacity of the national projects’ stakeholders. It provides opportunities for south-south learning, capacity building, regional cooperation, raising public awareness, and developing portfolio-wide training and communication strategies.
The Position
The Latin America and Caribbean SLCE2 Unit of the Environment Department of the World Bank Group is seeking a qualified Local Extended-Term Consultant (ETC) to work under overall supervision of the ENV manager. S/he will work closely with the Amazon Sustainable Landscapes Program Team, and provide support to other operations and analytical activities connected with the Amazonia Viva Initiative, such as the GCF-financed Amazonia Viva Program, particularly in what relates to Indigenous Peoples’ issues and knowledge management.
The position should be based in Brasilia, and will be primarily responsible to carry-out following activities, but other activities could be added if agreed:
ASL Coordination ASA (P173602 and P502116)
Regional Engagement with Indigenous Peoples
• Collaborate with the World Bank's social team to support global, Latin America and Caribbean regional, and ASL-specific activities aimed at engaging and strengthening Indigenous Peoples' organizations in the Amazon, ensuring their meaningful participation across all relevant program workstreams;
• Support the organization and facilitation of international dialogues and events with Indigenous organizations, including the LAC Regional Dialogue, UNFCCC COP 30, the United Nations Permanent Forum on Indigenous Issues, the OTCA
Indigenous Peoples' Mechanism, and other Amazon regional forums, bringing expertise in international policy discussions and multi-stakeholder engagement;
• Advise on and support the design and implementation of cross-border initiatives to strengthen Indigenous governance in the Amazon, including in the context of the GCF-financed Amazonia Viva Program, ensuring approaches are tailored to country-specific cultural and political contexts;
• Provide timely analytical updates to World Bank staff on significant developments related to Indigenous Peoples in the Amazon region, with a focus on regional and international implications for program strategy and policy dialogue;
• Support the preparation of comparative analytical reports on Indigenous Peoples in the Amazon, including assessments of the status and capacity of national and regional Indigenous organizations, to inform program design and engagement strategies;
• Continue mapping Indigenous Peoples' organizations across Amazonian countries and assess their capacity needs to inform the design of direct financing mechanisms, with particular attention to international Indigenous networks.

Knowledge Management
• Support the planning and delivery of virtual and in-person knowledge events and exchanges focused on Indigenous Peoples in the Amazon region, including coordinating with speakers and participants, conducting post-event surveys, and disseminating presentations and recordings to identified audiences;
• Collect and synthesize ideas for knowledge event topics from team members and ASL stakeholders, particularly Indigenous Peoples' organizations, and design and implement delivery plans for such events;
• Support the logistics and coordination of in-person conferences and events involving Indigenous Peoples, liaising with participants and speakers and contributing to the preparation of post-event reports;
• Support the review and dissemination of knowledge products and studies generated by the ASL Program, particularly those involving Indigenous Peoples' participation, including continued support to the Atlas of Amazon Food study being delivered by the Amazon Conservation Team.

Monitoring and Evaluation
• Support the collection and consolidation of project-level monitoring and evaluation data across ASL program phases, aggregating findings to contribute to the preparation of Annual Progress Reports for the World Bank and GEF;
• Facilitate the meetings of the ASL M&E Working Group, including updating membership lists, exchanging relevant information across national projects, and supporting capacity building activities on monitoring and evaluation methodologies.

General Support
• Provide support across any other tasks required to ensure the quality delivery of the ASL Program, including general administrative support, review of program documents, and translation of materials as needed.
GCF-financed Amazonia Viva Program
• Support the preparation of projects under the GCF-financed Amazonia Viva Program with a focus on Indigenous Peoples' issues, including contributing to the development of key operational documents, technical inputs, and stakeholder consultations required for project design and appraisal, ensuring alignment with GCF requirements, World Bank operational standards, and applicable social safeguards and environmental and social standards related to Indigenous Peoples;
• Contribute to the engagement with the Organization of the Amazon Cooperation Treaty (OTCA) and the Fund for the Development of the Indigenous Peoples of Latin America and the Caribbean (FILAC) in the context of the Amazonia Viva Program, including supporting technical dialogue, coordination of inputs, and the development of collaborative arrangements that leverage the convening role and institutional mandates of both organizations in advancing Indigenous Peoples' rights and participation across Amazon countries;
• Support the design and implementation of consultations and engagement processes with Indigenous Peoples' organizations as part of Amazonia Viva project preparation, ensuring processes are culturally appropriate, inclusive, and consistent with the principle of Free, Prior and Informed Consent (FPIC);
• Contribute to the identification and operationalization of synergies between the GCF-financed Amazonia Viva Program and the Amazon Sustainable Landscapes (ASL) Program on Indigenous Peoples' issues, including through alignment of engagement strategies, coordination of regional knowledge exchange activities, and joint work with shared Indigenous partners and networks.

Communications/Travel Requirements and Expenses
Travel and accommodation expenses related to work will be reimbursed by the Bank under prevailing Bank rules. The ETC will be expected to comply with all Bank administrative and safety and security procedures/ protocols in effect at the time of travel.

Selection Criteria

• Masters’ degree in natural resources management, environmental sciences, law, economics, public policy, governance, environmental policy/law or related fields.
• A minimum of 10 (ten) years of full-time relevant professional experience working in environmental issues and related themes.
• Prior work experience in Amazonia and knowledge of regional Indigenous Peoples’ issues, including policy and legal framework, and institutions/key stakeholders (e.g. Coordinating Body of Indigenous Organizations of the Amazon Basin - COICA).
• Substantive knowledge of the Amazon Sustainable Landscapes Program and GEF is an advantage.
• Oral and written fluency in English. Oral fluency in Spanish and Portuguese.
• Strong operational and analytical skills, including strong client orientation, diplomatic skills, ability to juggle multiple tasks and work under tight deadlines.
• Demonstrated ability to translate analytical work into policy advice and practical recommendations.
• Ability to present complex issues related to environmental sustainability to diverse internal and external audiences, and to engage effectively with government counterparts, project beneficiaries, and civil society.
• Excellent interpersonal and problem-solving skills and demonstrated ability to work in multi-disciplinary teams.
• Willingness to travel in the region, including to remote areas.
The following are preferred but not required:
• Knowledge of World Bank operational policies, practices and procedures related to lending operations (experiences with policy operations would be a plus) and ASAs, including familiarity with Trust Funds and IPF accreditation.
• Prior knowledge of World Bank operational policies and procedures for investment projects, including of World Bank safeguard policies and ESF.
The selected consultant must attend meetings and travel for official missions when necessary, in compliance with Bank administrative and safety and security procedures.
