The Taxation Division promotes voluntary compliance with all tax laws through information, education, assistance and customer service.

E-Services, under the Taxation Division, is responsible for ensuring the Colorado Department of Revenue implements national and industry standards for income tax, sales tax, and excise tax and fees as it relates to electronic return filing. This unit furthers the Department's goal of offering electronic means to transact business and communicate with the department. E-Services provides central oversight to the Department's Revenue Online, the Sales and Use Tax System (including its GIS component), and the Taxation Division's services in Colorado Interactive’s MyBiz Colorado. This unit also manages the content of and updates to the Division’s automated chatbots.

E-Services is seeking someone who is passionate about helping people as the E-File Analyst This position exists to implement and advance the various strategies of the Taxation Division that relate to electronic interaction and communication with citizens and taxpayers. Interactions and communications include incorporating national e-file standards into Colorado's electronic tax returns, improving the customer experience in Revenue Online and with various Taxation Division chatbots, and resolving issues related to electronic filings for sales tax and income tax. This position is primarily remote with occasional in person meetings at the Howard office.


What You'll Do:

Development and implementation

  • Analyze statutory and form changes then translate these changes into electronic return formats.

  • Evaluate and improve existing processes, documentation, return schema, and business rules.

  • Analyze and improve the customer experience and increase utilization of the online system.

  • Add functionality to and improve responsiveness of Revenue Online.

Coordination with third-party

  • Interface with outside organizations and work groups to enhance data standards and understand e-file issues.

  • Benchmark public and private websites for best practices and develop prioritization for Revenue Online fixes and/or enhancements.

  • Assist in the third-party software vendor testing and approval process.

Systems Management

  • Research return filings to determine if any submission errors exist that cause a delay in processing.

  • Review data in Revenue Online and GenTax to determine where transactional issues occur.

  • Communicate with the accounting sections to identify online filing issues that could be prevented by updates to the online filing systems.

  • Review user feedback and surveys and propose solutions for issues that taxpayers identify as barriers for online efile.

  • Monitor system performance to ensure Gentax processes e-filed returns in a timely manner.

  • Manage and respond to inquiries received through departmental email.

  • Collaborate with the supervisor to identify system issues and prepare system support tickets.

  • Perform User Acceptance Testing, recommend correction and resolve assigned system support tickets.

Minimum Qualifications:

Experience Only:

Six (6) years of relevant experience in taxation and/or accounting, designing and writing electronic reports, gathering business requirements, analyzing, testing, and validating business information systems or in an occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education in Taxation, Accounting, Finance, Business, Economics, Information Systems, Computer Science, and relevant experience in an occupation related to the work assigned equal to six (6) years.

Preferred Qualifications:

The following preferred experience(s), competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

  • Previous experience with tax knowledge and tax processing software

  • Proficient with Microsoft Office and Google Workspace

  • Experience with XML schemas and other tax return reporting standards.

  • Analyzing tax laws and translating them into electronic tax forms.

  • Experience in analyzing, testing, and validating business systems.

  • Excellent customer service skills.

  • Ability to manage multiple projects and deadlines.

  • Ability to collaborate with subject matter experts.

  • Self-starter, including the ability to learn new processes, concepts and develop expertise.

  • Self-motivated, self-directed, reliable, and accountable.

Conditions of Employment with the CDOR

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.

Pursuant to the Universal Driving Standards Policy, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.

To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who:

  • Have an assigned State fleet vehicle

  • Are required to operate a vehicle as part of the position

  • Utilize a State fleet vehicle as a pool vehicle
