General Description and Classification Standards:

The Business Analyst I supports DWM technology projects by turning business needs into clear, well-documented requirements and keeping project records accurate inside the PMO’s governance framework.

This is a developing professional level. Incumbents carry out standard business analysis assignments with guidance and review, and build toward independent work at the Business Analyst II level. The role is documentation-, governance- and coordination-centered: most of the work is requirements, process documentation, meeting records, testing and project tracking, not stand-alone data analysis.

The Business Analyst I works within OAIM/PMO’s established standards, templates and tools, including Monday.com for work management and Microsoft Teams/SharePoint for artifact storage. Consistent use of these standards is a core expectation of the role, not a preference.

Supervision Received and Role Boundaries:

Performs work under general supervision of the IT Director, OAIM/PMO, with day-to-day direction, review and mentoring from the Lead Business Analyst and the assigned Project Manager. The Business Analyst I supports the project team; the Project Manager leads it. Within that structure, the Business Analyst I:

  • Escalates decisions on scope, schedule, budget, priorities and vendor direction to the assigned Project Manager rather than resolving them independently.
  • Routes stakeholder and vendor escalations through the Project Manager and copies the PM on project-related communication.
  • Does not commit the department, approve changes or give direction to vendors or consultants.
  • Confirms the project sponsor, decision-maker and approved scope with the Project Manager before investing significant analysis time.
  • Raises concerns, risks and disagreements early, through the PM or Lead BA, so they can be acted on.

Essential Duties and Responsibilities:

Requirements and Analysis

  • Elicits and documents business requirements through interviews, workshops and observation, using PMO templates (business requirements documents, user stories, requirements traceability matrices).
  • Maps current-state and future-state business processes and identifies gaps, pain points and improvement opportunities.
  • Analyzes business problems to be solved with automated systems and recommends cost-effective options that meet user requirements.
  • Creates functional specifications and supports system configuration and design decisions.
  • Supports data migration efforts by documenting data sources, field mappings and validation checks.
  • Identifies risks, issues, assumptions and dependencies and records them in the project RAID log.

Project and PMO Support

  • Maintains assigned project records in Monday.com according to PMO standards, including status, milestones, action items, RAID entries, and quote and invoice tracking against phase gates.
  • Stores all project artifacts in the designated Microsoft Teams/SharePoint project site, following PMO naming and version-control conventions.
  • Prepares meeting agendas and captures meeting minutes, decisions and action items according to the PMO Meeting Minutes Standards, and distributes them to stakeholders and management.
  • Compiles project health, workflow and status reports for the Project Manager and PMO leadership.
  • Tracks and documents changes to functional and business specifications.

Testing and Implementation

  • Plans and executes unit, integration and user acceptance testing (UAT), including test scenarios, scripts, results and defect tracking.
  • Writes clear, step-by-step procedures, SOPs and job aids for permanent records and end-user training.
  • Supports change management and rollout activities, including communications, training sessions and post-go-live issue tracking.

Stakeholder Engagement and Communication

  • Acts as liaison between DWM business users, OAIM technical staff, consultants, Project Managers and management.
  • Consolidates information into concise, accurate written summaries, findings and recommendations for management decision-making.
  • Responds to stakeholder and team requests promptly and keeps the Project Manager informed of blockers.

Quality and Professional Standards

  • Produces original work products and properly attributes any reference material used.
  • Reviews own deliverables for accuracy, completeness and adherence to PMO templates before submission.
  • Pursues professional development and certification as directed by the PMO development plan.
  • May perform other duties as assigned.

Knowledge Skills and Abilities:

This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully, it is not an exhaustive list.

  • Working knowledge of business analysis concepts and techniques (for example, BABOK fundamentals), including requirements elicitation, process mapping and UAT.
  • Basic understanding of the project lifecycle and how business analysis supports project management.
  • Strong written communication skills, including requirements, meeting minutes, procedures and summary reports.
  • Interpersonal skills to work with business users, technical staff, vendors and management.
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and Microsoft Teams/SharePoint.
  • Ability to learn and consistently use work management platforms such as Monday.com.
  • Ability to create process diagrams using Visio or a similar tool.
  • Ability to organize details, manage multiple assignments and meet deadlines.
  • Ability to apply general knowledge across organization or discipline lines.

Minimum Qualifications:

Education and Experience -

  1. Associate’s Degree in Business, Computer Science, Information Systems, or related field (Additional years of experience may be considered as a substitute for the required degree on an exceptional basis, with a minimum of four (4) years of professional related experience).
  2. Two (2) years of related experience.

Licensures and Certifications – None.

Preferred Requirements -

  • Bachelor’s degree in Information Systems, Business, Computer Science or related field; graduate study in progress is a plus.
  • Hands-on experience producing requirements documents, process maps, test scripts or meeting minutes.
  • Experience with a work management platform such as Monday.com, Smartsheet or Jira.
  • Exposure to public-sector, utility or government IT environments.
  • Entry-level business analysis or project certification (IIBA ECBA, PMI CAPM) or active progress toward one.

Work Environment:

Required physical, lifting, and sensory capabilities are requirements to perform the job successfully. Typical environmental conditions are those of an office setting.
