Background

The DS coordinator will lead implementation across Juba (Country Office) through planning, execution, monitoring, evaluation, learning, team management, documentation and reporting among others. The DS coordinator will further work closely with the project teams, government institutions and officials, UN Agencies, technical experts, implementing partners, beneficiaries, and civil society to support successful implementation of durable solutions.

Roles and responsibilities

The DS coordinator will oversee the implementation and coordination of durable solution projects and interventions in relevant projects across all CCs including advocacy, and representation of NRC in durable solution related forums in the North Area Office. This will involve the planning, execution of plans, technical support to implementing teams, CSOs and National implementing partners.

Generic Responsibilities

  3. Contribute to Durable Solutions Strategy development, project proposals and provide input on needs and gaps
  4. Manage and implement delegated portfolio of DS projects (activities, budget and project documentation) in line with proposals, strategies and donor requirements, and ensure high technical quality
  5. Provide regular progress reports to the AM (APM and Core Competency Specialists)
  6. Ensure that projects target relevant participants in need of Durable solutions, explore and asses new and better ways to assist
  7. Promote and share ideas for improvement and necessary changes in the activities
  8. Ensure capacity building of project staff and transfer key skills
  9. Liaise and collaborate with relevant local authorities and other key stakeholders
  10. Promote the rights of IDPs/returnees in line with the advocacy and DS strategies

Specific responsibilities

  • Overall responsible for coordinating and managing the DS programme implementation (activities, budget, and project documentation) in line with proposals, strategies, and donor requirements.
  • Map current programming that has potential to contribute to durable solutions for IDPs, returnees, and refuges.
  • Work collaboratively with NRC Field and Country Office Technical Units to map relevant community action pathways to durable solutions.
  • Compliance to donor standards, grant management and regular reporting to the AM, APM and the DS Specialist.
  • Participate in the development, planning, and delivery of durable solutions projects in consultation and collaboration with the Area Manager the Area programme manager and other relevant stakeholders.
  • Support the monitoring, evaluation, and learning of durable solutions projects and ensure that lessons learned, and best practices are well documented, implemented and shared.
  • Participate in donor missions, evaluations, reviews, and assessments as directed by the AM and DS Specialist.
  • Ensure optimal use of resources within the allocated DS project budgets and strategies.
  • Participate, coordinate and facilitate regular meetings and consultations with relevant stakeholders, including NRC staff, UN agencies, NGOs, government authorities, and beneficiaries, to ensure effective coordination and collaboration on durable solutions.
  • Provide day-to-day supervision and support to the field staff including implementation of Human Resources related processes (recruitments, orientation, training, performance management)
  • Provide support to NRC field offices and partners on durable solutions programming, ensuring quality, coherence, and alignment with NRC and donor standards and frameworks.
  • Responsible of providing relevant inputs for development of funding proposal, project budgets, Concept notes, and donor reports.
  • Collect and compile evidence based and compelling cases for supporting the fundraising initiatives and Identification of funding opportunities for DS programming.
  • Compliance to donor and NRC standards on reporting timelines.

Scale and scope of the position

Financial responsibility:

Monitors expenditure against budgets and ensures accurate spending plan for approximately USD 2 million.

Ensures compliance with donor regulations and NRC financial procedures

Generic professional competencies

These are skills, knowledge and experience that are important for effective performance.

  • A relevant university degree is preferred (Development Studies, Social Sciences, International Relations, Business administration, or a related field).
  • Candidates with substantial and proven relevant professional experience (minimum 5 years) may be considered in lieu of formal academic qualifications.
  • Relevant experience in durable solutions, Self-reliance, displacement, early recovery, or resilience programming, preferably with NRC or similar international NGOs in South Sudan.
  • Documented achievements/results related to the position’s responsibilities.
  • Strong understanding of Durable Solutions frameworks, NRC core competencies, and the Humanitarian–Development–Peace Nexus, with ability to translate policy and strategy into field-level implementation.
  • Proven skills in programme planning, implementation, budget monitoring, and reporting, including compliance with NRC, donor, and partnership requirements,
  • Fluency in English required; knowledge of local languages is an asset.
  • Knowledge of cash-based interventions and market-based programmes
