
The DTRA I3TS Delivery Manager will play a critical role supporting the Integrated Information Technology Services (I3TS) program delivering enterprise IT capabilities to the Defense Threat Reduction Agency (DTRA) in Fort Belvoir, VA .TheDelivery Manageris responsible fordriving execution and delivery across the DTRA enterprise, including major technology insertions, IT modernization efforts, infrastructure upgrades, facility relocations, and other mission-critical projects.
Reporting to the Program Manager, the Delivery Manageris responsible forcoordinated execution across engineering, project management, and operationsto deliverservice andprojects on schedule, within scope, and aligned with contract requirements and mission priorities. The position focuses on integrating technical delivery activities across multiple stakeholders while supporting Agile and Waterfall delivery approaches and ITIL-based service management practices to ensure successful deployment of new capabilities and continuous improvement of enterprise IT services supporting DTRA’s mission.

Primary Responsibilities
Serve as a key member of theleadership teamresponsible for overseeing execution and delivery of critical contractobjectivesacross multiple program initiatives.
Delivery ofservices andprojects including IT modernization initiatives, major facility relocations, procurement activities, and program reporting.
Provide execution oversight across multiple program initiatives to ensure delivery of cost, schedule, and performanceobjectives
Oversee and coordinate the activities of the Project Management Lead and Engineering Lead to ensure effective resource alignment, planning, and execution of program deliverables.
Ensure program execution aligns with contractual requirements, programobjectives, Acceptable Quality Levels (AQLs), and Leidos corporate delivery standards.
Drive integration across technical, operational, and mission support functions to ensure coordinated program execution.
Promote and support Agileand Waterfalldelivery approaches, enabling iterative development, improved collaboration, and adaptive program execution whereappropriate
Apply ITIL-based service management principles to support consistent service delivery, operational efficiency, and continuous improvement.
Monitor program performance across cost, schedule, scope, and technicalobjectives, ensuringtimelyidentification of risks, issues, and dependencies.
Coordinatewith program leadership and task leads to implement risk mitigation strategies and corrective actions whenrequired
Support the development and delivery of program performance reporting, including status reports, program metrics, and executive briefings.
Drive program operational rhythm activities, including preparation and coordination for:Program Management Reviews (PMRs), Monthly Operating Reviews (MORs), Quarterly Business Reviews (QBRs), Internal delivery and execution reviews.
Facilitate collaboration and communication across program stakeholders including engineering teams, project managers, procurement staff, facilities teams, operations personnel, and customer representatives.
Supportthe Program Manager inmaintainingsituational awareness of program health, delivery performance, and operational impacts.
Represent the program during internal planning sessions, execution reviews, and customer engagements as directed by program leadership.
Identifyopportunities to improve delivery efficiency and implement program management best practices, Agile methodologies, and service management improvements.
Basic Qualifications
BA/BS or equivalent experience and 10+ years of prior relevant experience orMasterswith 6+ years of prior relevant experience supporting complex, enterprise-level IT or infrastructure programs. Specific experience, education and training may be considered in lieu of degree
Active TS/SCI security clearance Must be a U.S. Citizen
5+ years of experience serving in a Program Manager (PM), Deputy Program Manager (DPM), or equivalent leadership role on a federal government contract, with demonstrated responsibility for delivery execution.
Demonstrated experience working on the contractor side of a federal contract, with direct accountability for cost, schedule, and performance outcomes.
Experience supporting programs operating within a multi-task order IDIQ or large-scale enterprise service delivery environment.
Proven experience leading or overseeing delivery of large, complex technical projects or technology insertions, including IT modernization, infrastructure deployment, or enterprise system implementation.
Demonstrated experience managing multiple concurrent projects valued at scale (e.g., $5M+ efforts or equivalent complexity) across cross-functional teams.
Strong experience applying Agile delivery methodologies (Scrum, SAFe, or hybrid models) in enterprise IT environments.
Working knowledge of ITIL-based service management practices, with experience integrating delivery efforts into operational environments.
Demonstrated experience managing program execution metrics, including cost, schedule, performance, risk, and dependencies.
Experience developing and delivering executive-level briefings and program reporting to senior leadership and government stakeholders.
Proven ability to lead coordination across engineering, operations, PMO, and mission stakeholders to achieve delivery objectives.
Strong understanding of contractual requirements, SLAs/AQLs, and performance-based delivery frameworks within federal programs.
Demonstrated ability to operate in high-visibility, fast-paced environments with competing priorities and mission-critical deadlines.
Preferred Qualifications
Project Management Professional (PMP) certification or equivalent program management certification.
ITIL4Foundation certification or higher.
Experience supporting large-scale IT modernization, infrastructure transformation, or cloud migration initiatives.
Experience supporting major facility relocations, infrastructure transitions, or enterprise operational improvements.
Experience coordinating procurement planning and vendor engagement within complex technical programs.
Experience developing program dashboards, delivery metrics, and performance reporting frameworks.
Experience working within Agile or hybrid Agile/Waterfall delivery models across large technical programs.
Experience preparing and delivering program status reporting, executive briefings, and operational performance metrics.
Demonstrated ability to coordinate across engineering, operations, and program management teams to achieve deliveryobjectives
Strong communication, organizational, and stakeholder management skills.
Ability tooperateeffectively in fast-paced environments with competing priorities and complex program requirements.

Pay Range $131,300.00 - $237,350.00
