Project Context and Scope

The Displacement Tracking Matrix (DTM) is a system to track and monitor displacement and population mobility. It is designed to regularly and systematically capture, process and disseminate information to provide a better understanding of the movements and evolving needs of displaced populations, whether on site or en route.

Organizational Department / Unit to which the Consultant is contributing
Under the supervision of the Chief of Mission in Greece, and in coordination with the DTM Europe Project Coordinator in the Regional Office of IOM in Vienna, the consultants will report to the DTM Focal Point for Greece and support the implementation of the DTM Flow Monitoring Surveys. The consultants must complete mandatory IOM training and attend a one-day DTM training before starting their consultancy. Duration of Consultancy: 2 months, within the timeframe from01 July 2026 to 15 October 2026.
Tasks to be performed under this contract
  • Update the existing information on flow monitoring points (FMPs) on a regular basis;
  • Collect GPS points of FMPs when necessary;
  • Liaise continuously with the DTM Focal Point for Greece in Athens and with other IOM staff in the field to coordinate data collection activities with humanitarian and governmental stakeholders on the ground;
  • Liaise continuously with the DTM Focal Point for Greece in Athens and with other IOM staff in the field to compile and report information on migrants and refugees who recently arrived in Greece by sea or by land, and are currently residing in the different types of reception centres, or have exited the reception system. The data collection will also include those who transiting through Greece, intending to reach other countries;
  • Conduct about 40 Flow Monitoring Surveys (FMS) per week using Kobo application, targeting migrants, asylum seekers and refugees at selected FMPs, in line with sampling criteria provided in terms of sex and nationalities;
  • Comply with the DTM’s FMS Guidelines when conducting interviews, in a dignified environment and respecting IOM’s protection principles, in particular with persons with specific needs and vulnerabilities;
  • Report on a weekly basis to the DTM Focal Point for Greece on the activities conducted and the realities/issues encountered, providing feedback from the field and make relevant recommendations;
  • Report on a monthly basis to the DTM Focal Point for Italy on the activities conducted and against the established target number of surveys;
  • Respect IOM’s Data Protection Principles;
  • Perform other duties as they might be assigned.
Performance indicators for the evaluation of results
  • At least 150 interviews per month uploaded in the database (Kobo)
  • 40 Flow Monitoring Surveys conducted each week
  • Weekly Reports
  • Final Report at the end of the contract

Required Qualifications and Experience

Education

  • High school diploma with at least three years of experience, or first-level university degree with at least one year of experience is required.
  • Advanced university degree (Master’s degree or equivalent) in migration, social sciences, anthropology, sociology, humanitarian action or related fields is desirable.

Experience

  • Experience in the field of vulnerable groups and/or migrants is required.
  • Previous experience in conducting personal interviews with migrants or others is required.
  • Experience in writing reports and documents in English is considered as an asset.
  • Previous experience with international organizations, NGOs, EU Agencies is considered as an asset.

Skills

  • Computer skills, specifically hands-on experience in usage of MS Office is required.

Other

  • Availability to travel across the one of the three main areas (South, Centre, North) is required
  • Valid European Union working permit (for non-EU candidates) is required
  • Valid driving license category B (cars) is required; availability of own car is strongly desirable

Languages

For this consultancy, fluency in written and spoken English and Greek is required. French, Arabic, Bangla, Tigrinya, Somali, Urdu, Pashto and other languages are considered as an asset.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Travel required

Travel may be required for which the Organization will cover the relevant travel and subsistence costs.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
