DSHS FTAA Fiscal Specialist 1

Accurate pay starts with strong systems and the people who keep them running. Join DSHS's Finance, Technology, and Analytics Administration (FTAA) as a Fiscal Specialist 1 within the Consolidated Business Services (CBS1) office, located at Eastern State Hospital in Medical Lake.

In this role, you will support the payroll office by managing time and attendance records with care and precision. The work moves on tight deadlines and requires strong focus. You will review, enter and check information in the statewide Human Resource Management System, making sure everything lines up with state rules and agency policy.

Please note: This position is 100% on-site with no telework options.

Some of what you'll do:

  • Enter time and attendance records for Eastern State Hospital staff into the statewide Human Resource Management System each day.
  • Review, post, and check payroll changes from timesheets, leave requests, and other source documents.
  • Calculate part-time hours, leave accruals, part-time holidays, overtime, shift differential, and leave without pay for each twice-monthly pay period.
  • Audit leave balances against payroll system totals to make sure leave is recorded correctly.
  • Reconcile payroll and leave records for accuracy, and correct errors when needed.
  • Work with managers to solve time and attendance issues and apply union contracts, agency policy, and state and federal rules.
  • Answer questions from managers, supervisors, and employees about leave use, leave balances, and who qualifies for different leave programs.
  • Enter eligible leave periods for programs such as Family Medical Leave Act, Paid Family Medical Leave, and Shared Leave.
  • Check deductions and verify that paychecks are correct.
  • Use position coding to make sure pay comes from the correct funds.
  • File and keep payroll records, and archive records for employees who have left under state retention rules.
  • Prepare payroll reports for hospital departments when requested.

Who should apply?

We are seeking professionals who have:

  • Three years of fiscal record-keeping experience.
  • OR
  • An equivalent combination of education and relevant experience totaling three or more years.

Additional knowledge, skills, and abilities we are looking for:

  • Payroll accuracy: Review and process time and attendance data with precision to ensure correct pay.
  • Policy application: Interpret and apply collective bargaining agreements, agency policy and state and federal rules in daily work.
  • Accounting knowledge: Apply basic accounting practices to accurately process and review payroll and fiscal data.
  • Analytical thinking: Identify discrepancies, assess information, and make sound decisions to resolve issues.
  • Data processing skills: Manage large volumes of payroll and fiscal data with consistency and precision.
  • Time management: Prioritize competing tasks and meet strict payroll and reporting deadlines.
  • Communication: Clearly explain processes and provide guidance to staff and managers at all levels.
  • Technical aptitude: Use systems such as HRMS, Leave Tracker, and Microsoft Office tools to complete work.
  • Confidentiality and professionalism: Handle sensitive information appropriately while maintaining reliability and strong attendance.

Opportunities performed on-site at this work location at least three days a week may be eligible for an additional 5% premium pay in addition to the advertised salary.
