DSHS DVR – Fiscal Analyst 5

Why work for the Division of Vocational Rehabilitation (DVR)?
At DVR, your work matters every single day. We help people with disabilities build independence through employment, and our fiscal team is at the heart of making those services possible. When you join us, you become part of a mission driven division that values clear communication, accountability, teamwork, and practical problem solving. You’ll work with colleagues who care about doing things the right way, improving systems, and supporting one another. If you want meaningful work, a supportive environment, and the chance to lead fiscal operations that directly impact communities across Washington, DVR is a place where your expertise will truly make a difference.

Make an impact as DVR’s Senior Fiscal Lead
DVR’s mission is to support Washingtonians with disabilities in achieving employment and independence. As our Fiscal Analyst 5, you will serve as the senior technical expert and lead worker for the Finance & Budget Unit — guiding fiscal operations that directly support services statewide. This role is ideal for a seasoned fiscal professional who thrives in complex federal grant environments, enjoys mentoring others, and wants to shape financial practices that ensure accuracy, accountability, and compliance across the division.

Some of what you’ll do:
Lead & Support the Fiscal Team

  • Provide daily guidance, assign tasks, and oversee workflow.
  • Review and validate fiscal work for accuracy, compliance, and alignment with policy.
  • Mentor and train staff, model professional standards, and support continuous improvement.

Manage DVR’s Largest Federal Grant

  • Monitor the Basic Support Grant and its state match, ensuring accurate coding, tracking, and reconciliation.
  • Prepare quarterly federal reports and conduct detailed grant analyses.
  • Process complex adjusting journal vouchers and maintain systems that ensure fiscal accuracy.

Strengthen Fiscal Operations & Compliance

  • Manage AFRS table edits and maintain DVR’s chart of accounts.
  • Review leases and leasehold improvements for compliance with federal and state requirements.
  • Support internal and external audits, OFM appropriation monitoring, and annual aggregate reporting.

Drive Process Improvement & Training

  • Develop and maintain fiscal processes, internal controls, and Standard Operating Procedures.
  • Deliver training to staff on fiscal topics to build technical knowledge and consistency.
  • Contribute to special projects that enhance DVR’s financial operations.

Who should apply?
We are searching for professionals with:

  • Bachelor’s degree with 18 quarter or 12 semester credits in accounting, auditing, or budgeting and four to five years of relevant professional experience.

OR

  • A master’s degree in a financial field or certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant.

Note: Professional experience may substitute for education, but not usually for credit hours.

Preferred knowledge, skills, and abilities:

  • Understanding of OFM, SAAM, and GAAP rules and regulations.
  • Excellent working knowledge of AFRS, Enterprise Reporting, and AFRS Toolbox.
  • Advanced Excel skills (complex spreadsheets, data imports, pivot tables).
  • Ability to independently analyze data and present findings clearly.
  • Demonstrated fiscal accountability and adherence to regulations.
  • Strong ethics, integrity, and continual learning.
  • Ability to work within a motivated, high performing team.
  • Ability to interpret and apply codes, laws, rules, and regulations.
  • Ability to make accurate mathematical calculations and correct errors.
