Celestar, a B&A Company, is currently seeking candidates for a (DSCA) Duty Desk Officer who will perform duties in support of the U.S. Army National Guard Bureau in Arlington, VA

CLEARANCE REQUIREMENT Active Top-Secret Level Clearance

LOCATION Arlington, VA

RESPONSIBILITIES

  • High-level security clearance, specialized operational experience in domestic incident response, and in-depth knowledge of the Department of War (DoW) policies and procedures for supporting civil authorities.
  • Monitor operations, identifying discrepancies in mission areas, and providing decision-making support to leadership.

REQUIREMENTS

  • Bachelor's degree or ten (10) years' experience in a relevant field.
  • Ten (10) years of experience in a relevant field, such as cyber program analysis, operations, or emergency management.
  • Experience working in a joint, interagency, or rapid-response environment (e.g., National Guard J3/4/7-I, Joint Field Offices)
  • Background in analyzing strategic and operational documents.
  • Excellent written and verbal communication skills to prepare reports and present findings.
  • Strong ability to work independently, troubleshoot under pressure, and act as a liaison between DoW, state, and local agencies.
  • Proficient with Microsoft Suite and ETMS2.
  • Comprehensive understanding of DSCA regulations, including DoD Directives 3025.18, and the six validation criteria (CARRLL: Cost, Appropriateness, Risk, Readiness, Legality, and Lethality).
  • Knowledge of Stafford Act and National Incident Management System (NIMS).
  • Completion of DSCA Phase I (online) and Phase II Relevant industry certifications (e.g., CISSP, CISM, or CompTIA Security+ for cyber-focused roles).
  • Cybersecurity or Operations experience desired.
  • U.S. Citizen
