ROLE AND PURPOSE

To provide a safe, reliable and timely transportation service for the residents of the city who have proven and assessed needs. To provide a dedicated front-line service in order to maintain service delivery for a professional and responsive service. Adapting proactively and reactively to traffic conditions, access issues.

Contributing effectively to the emotional, physical, and social wellbeing of vulnerable passengers, adults.

To work with the Passenger Assistant and act as front-line liaison with the public and all customers to resolve problems and provide advice using knowledge of the service.

To deliver the service with clear priority focus on the health and safety of the customers and the wider team, the public and other road users requiring dynamic risk assessment and decision making as and when necessary.

Drivers operating contracts for Adult social care customers must discover what is important to the customer and help them participate in activities. Meet their assessed needs in the service in accordance with departmental statutory requirements.

You must possess a D1 entitlement on your driving licence.

PRINCIPAL ACCOUNTABILITIES:

1. To transport vulnerable adults, to promote and safeguard their welfare.

2. Drive a local authority PCV / Minibus between customers’ homes, adult day centres, ensuring the completion of all scheduled daily work to include vehicles Roadworthiness Checks and vehicle maintenance, following a preset schedule and report missed collections in line with safe working practices to deliver a regular and reliable service. Often manoeuvring large vehicles in areas of tight access in all weather conditions. To ensure the customers’ safety and well-being in collaboration with the vehicle’s Passenger Assistant.

3. Provide necessary assistance to customers in relation to the safe entry and exit from the vehicles including the operation of wheelchair accessible tail lifts and ensuring passenger comfort and safety by checking seat belts and wheelchair restraints.

4. Report any issues of concerns regarding the customers’ health, wellbeing and safety to the Senior Internal Delivery Officer or Internal Delivery Team Leader accordingly whilst always exercising discretion. Due to the complexity of the customers’ needs on occasions in collaboration with the Passenger Assistant will have to make dynamic risk assessments to ensure the safety of all customers, which due to the complexity of needs may be as a result of violent outbursts, anxious, unpredicted behaviours epileptic seizures, sickness, urinating and excrement, these instances can be daily occurrences due to complexities of needs. Written reports of incidents are required in order for investigations to be completed and individual risk assessments to be reviewed. On occasions representations at professional’s meetings will be required for the drivers input in order to move forward and reevaluate the existing provision.

5. Ensure the safe operation of the vehicle in accordance with the Council’s Corporate Driving Policy. Responsible for own vehicle including daily maintenance checks before the vehicle is utilised prior to every run and recording vehicle checks, defects, mileage as required, ensuring all passengers’ loads are safe to carry. Reporting suspected vehicle faults to Management/Workshop and wait with vehicle for breakdown assistance or drive vehicle to Vehicle Workshops if safe. Ensure all safety equipment is in a good state of repair and safe to use (wheelchair tie down and occupant restraint system). Responsible for internal and external vehicle cleanliness. Ensuring vehicle has enough seats or takes seats out to enable room for wheelchair passengers to be transported.

6. Maintain accurate and timely vehicle and passenger records. Reporting and assisting with the management of behaviour, contributing to reports, behaviour management plans and risk assessments under direct supervision.

7. Make dynamic operational decisions with regard the safe completion of daily scheduled work having regard to traffic, temporary road works, time of day, blocked access, and any other expected circumstances to deliver the most effective safe service. Use knowledge to make judgement on alternative routes that are suitable to the size of vehicle you are driving. On occasions if a passenger goes into crisis, may have to deviate from the planned route to ensure all customers including the Passenger Assistant are safe. Due to complexity of need this may happen daily.

8. Liaise with parents/carers/families/schools regarding safety and any issues arising during the transport. Communicate with vulnerable customers/clients in an appropriate manner, including when clients go into crisis and with those whom English is not their first language.

9. Ensure customers’ emotional and physical needs are met in accordance with their care and support plans, recording and reporting incidents to ensure accurate records are kept and maintained.

10. ASC drivers carry out duties inside the Adult Day Centres throughout the day when not occupied with tasks related to driving responsibilities. Duties include talking and interacting with customers in an appropriate manner, joining in activity groups, walking, pushing wheelchairs as and when required, reading, undertaking crosswords, music and actively participating in table- top games such as dominoes, cards and bingo, assisting with mealtimes (not feeding) to support the engagement and enjoyment of Day Centre customers. In accordance with the customers personal assessment and agreed support plan in individual or group tasks.

11. The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council. In addition to the Councils overall duties, the post holder has personal responsibility for their own health, safety and wellbeing and that of other employees; additional and more specific responsibilities are identified in the Council’s Corporate H&S policy.
