Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Organizational Context and Scope

IOM has been operating in Papua New Guinea (PNG) since 2001, working on complex emergencies and providing humanitarian relief while building capacity of the Government for better migration management. Operating through its Country Office in Port Moresby and 12 field-offices across the country, IOM’s programmes focus on disaster risk reduction, emergency preparedness and response, peacebuilding, labour mobility and human development, climate change, countering trafficking in persons, immigration and border governance, legal identity, protection, assisted voluntary return and reintegration, migration, and health.

Under direct supervision of the Supply Chain Officer, the successful candidate will be responsible for providing effective and efficient day today transport and logistical/ administrative support in implementation of Programmes in IOM Port Moresby and will be accountable and responsible for providing driving services and general support to the IOM staff.

  1. Driving IOM office vehicle (s) in accordance with the security and transportation procedures IN271, ensuring the safe and on-time arrival of the passenger from/to the duty station or destination.

  2. Driving office vehicles (s) for transport of authorized personnels and IOM beneficiaries, and for delivery/collection of supplies, mail, documents and other items.

  3. Ensure cost-savings through proper use of assigned vehicle, accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports.

  4. Ensures proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc.

  5. Keep record of spare parts for the vehicle and conduct monthly inventory of the spare parts.

  6. Keep the vehicle maintenance log updated. Keep a log of trips, daily mileage, gas consumption and other relevant information; submit report to supervisor on a regular basis. Prepare daily log sheet and monthly report summarizing statistics for mileage, fuel consumption, usage, etc.

  7. Ensure that the vehicle undertakes regular service intervals/ regular checking of the vehicle parts and record vehicle maintenance history in an excel file created for each vehicle.

  8. Ability to create, edit and present information (queries, reports, documents) in visually pleasing, clear and presentable formats such as tables, forms, presentations, briefing notes/books and reports using Microsoft Office tools.

  9. Ensure that the IOM vehicle is used only for official/ authorized business, as advised by the supervisor.

  10. Keep a high degree of confidentiality and discreteness in discussions, which involves IOM and its officials.

  11. Take proper precaution to reduce potential security threats to IOM officials or property within the immediate vicinity of the vehicle and along transport routes.

  12. Ensure that the steps required by the organization and local rules & regulations (pertaining to driving) are taken care in case of involvement in accident.

  13. Encode/ collects and compiles data related to vehicle millage in excel tracking sheet to monitor the use of vehicle and to deduct timely those related to personal use.

  14. Delivery IOM document, courier, medicine for beneficiary as when require

  15. Perform any other duties that the supervisor may assign.

Required Qualifications and Experience

  • Completed secondary school diploma with 4 years of experience.

  • Possess a Class six (6) driver’s license

  • Possess knowledge of driving rules and regulations

  • At least 4 years’ of driving experience with good safety driving records familiar of the locality in the area

  • Possess skills in minor repair

  • Flexible working hours, willingness to work at weekends and to extend if needed.

  • Knowledge/experience with UN Security (radio checks, defensive driving) an advantage.

  • Experience with radio equipment operations

  • Knowledge of Ms Office programs (Word, Excel etc)

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English and Tok Pisin is required.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
