GENERAL DESCRIPTION: Performs highly advanced and/or supervisory (senior-level) training and development work. Serves as an Emergency Vehicle Operations Center (EVOC) Driving Instructor, planning and conducting classroom, laboratory, and/or field instruction sessions as part of the EVOC training program. The Unit’s responsibilities include instructing these topics for the development of the Recruit Trooper Trainees as well as the continuing education for the Department’s commissioned officers and civilian staff, Federal Officers/Agents, and Military personnel. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Oversee the development of teaching methods and lesson plans, training aids, text materials involving Emergency Vehicle Driver training for all DPS and partner agency students.
2. Provide instruction and training in areas such as: Basic Patrol Driving, High Profile Vehicle (HPV), Emergency Response, Pursuit Driving, Precision Immobilization Technique (PIT), Decision, Stress & Pursuit, and all other training DPS EVOC provides.
3. Monitor the progress of students, document their results, and/or recommend remedial and corrective action. Create and conduct specialized remedial training to address driving deficiencies identified to a group, and/or, specific individual.
4. Serve as a professional resource for the Division regarding the EVOC training program. Compiles and evaluates data and statistics to prepare reports and develop best practices for program’s policies and procedures.
5. Assist in conducting research on emerging technology, practices, and techniques to enhance instructional knowledge and skill.
6. Design and develop methods for assessing and evaluating training and Emergency Driver Training related product performance and effectiveness. Evaluate data and statistics to prepare budgets for training and educational programs and manage vendor contracts for Emergency Driver Training related products.
7. Coordinate the design, development, instruction, and evaluation of Emergency Driver Training related topics for Recruit Trooper Trainees, advanced Emergency Driver Training related topics and training in a classroom, and/or, driving track environment.
8. Participate in committees made up of representatives of the Training Operations Division and other Department representatives overseeing and monitoring training and academic learning objectives, standards, and requirements.
9. Identify long-range training goals and recommend programs to achieve said goals to enhance the training capabilities of the EVOC Unit to meet the Department’s needs.
10. Perform driving track and pad maintenance and improvement. Have the physical ability to consistently climb in and out of training vehicles on a routine daily basis.
11. May plan, assign, and/or supervise the work of others, and occasionally perform the duties as a team lead supervising other instructors or personnel.
12. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
13. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – Graduation from an accredited four-year college or university with an emphasis in Criminal Justice, Business or Public Administration, Communication, or a related field preferred.
Experience – Minimum of four (4) years’ Law Enforcement experience from a local, state, or federal law enforcement agency, or certified instructional experience in teaching Emergency Driver Training Tactics and Operations. Acceptable Driving Tactics Instructor Certifications: Federal Law Enforcement Training Center (FLETC) – Law Enforcement Driver Instructor Training program (LEDITP), Federal Law Enforcement Training Center (FLETC) – Law Enforcement Advanced Driver Instructor Training program (LEADITP), Texas A&M Engineering Extension Service (TEEXS) – Emergency Vehicle Operations Instructor, or other law enforcement driving instructor program.
Substitution Note: Additional work experience of the type described, or other related education may be substituted for one another on a year-for-year basis.
Licensure and/or Certification – Must have or obtain within one (1) year: Basic Instructor Certification Course issued by the Texas Commission on Law Enforcement (TCOLE) and the Texas DPS Driving Instructor School (DIS). Must pass DPS Driving Instructor proficiency tests with a 90% score. Must successfully pass and maintain Department’s standard physical readiness test (PRT) at 70% or above. Must possess a valid driver license from state of residence.
Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Supervisory/Managerial/Leadership skills – Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.
Technology – Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Schedule and/or Travel – Availability for after-hours, weekends, holidays, overnight, and emergency work is required. Travel (in city and statewide) is required.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
