GENERAL DESCRIPTION: Performs moderately complex (journey-level) managerial work coordinating and overseeing daily operations of a special assignments unit within the division. Establishes goals, objectives, guidelines, procedures, rules, and regulations for the unit. Develops schedules, priorities, and standards related to regulatory program activities. Plans, assigns, and supervises the work of others. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Oversees, coordinates, and conducts investigative and enforcement activities and reviews the work of staff in collecting, evaluating, and reporting investigations.
2. Manages activities of staff supporting special investigations, intelligence gathering, and disseminate duties utilizing varying informational resources and professional contacts, and case management.
3. Develops and implements the goals, objectives, and strategies necessary for providing criminal and administrative oversight, inspection, and enforcement efforts and initiatives. Plan, implement, coordinate, monitor, and evaluate policies and procedures; and monitor compliance with policies and procedures.
4. Composes correspondence and memoranda, justification documentation for activity proposals, and develop/revise instructional and procedural manuals and related documentation. Develop internal policies and procedures for program section.
5. Travels as necessary to conduct, supervise, and/or oversee investigations/inspections of regulated business and individuals.
6. Coordinates and oversee processing of requests for specific data and act as a liaison with internal/external customers.
7. Represents the business function, division, or department at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees.
8. Provides technical guidance through instructing in training schools, speaking at seminars and other program related functions.
9. Provides policy interpretations, resolve personnel issues, counsel employees, and mentor/guide.
10. Plans, assigns, and supervises the work of others.
11. Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies.
12. Performs other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – High School Diploma/equivalent required. Graduation from an accredited four-year college or university with a Bachelor’s degree with Major or coursework emphasis in Criminal Justice, Law Enforcement, or other related field preferred.
Experience – Minimum of three (3) years of experience as a supervisor of personnel responsible for regulating businesses or personnel overseeing investigations for a law enforcement or regulatory agency, OR a minimum of five (5) years with a law enforcement agency supervising and/or conducting intelligence gathering or administrative or criminal investigations.
Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.
Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.
Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Knowledge of criminal and regulatory laws.
Supervisory/Managerial/Leadership Skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Knowledge of investigative principles, techniques, and procedures; and of court procedures, practices, and rules of evidence. Ability to plan, organize, and conduct investigations; to interpret and apply laws and regulations; to work with members of local, state and federal agencies. Ability to conduct interviews, gather facts, evaluate findings, prepare reports, and to testify in court and/or hearings.
Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Schedule and Travel – Availability for on-call after-hour and weekend work is required. This position may have the ability to telecommute based on the needs of the division/agency.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
