GENERAL DESCRIPTION: Perform highly complex (senior-level) managerial work administering the daily operations and activities of the Regulatory Services Division. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; monitoring budget expenditures; coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects and database/system testing; and communicating with project stakeholders, management and other relevant parties. Work under limited supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Manage program area(s) and activities of staff and provide technical guidance.

2. Oversee the establishment of goals and objectives; develop and approve schedules, priorities, and standards for achieving goals; and manage evaluation activities.

3. Oversee the development of guidelines, procedures, policies, rules, and regulations and monitors compliance with policies and procedures.

4. Oversee the preparation of management and productivity reports and studies.

5. Oversee special investigations, program investigations, compliance inspections, research studies, and internal audits.

6. Develop and evaluate budget requests, monitor budget expenditures, and adjust as necessary.

7. Represent the business function, division, or department at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees.

8. Identify potential project risks and difficulties and design strategies to mitigate or avoid them.

9. Oversee the development and implementation of techniques for evaluating business functions or division or department activities.

10. Oversee the development, review, revision, and implementation of legislation.

11. Identify areas of needed change and make recommendations to improve operations.

12. Conduct programs and projects focusing on continuous process improvement.

13. Oversee staff development plans and activities.

14. Manage, develop, oversee, and evaluate multiple business functions and projects using accepted project management methodologies; and provide oversight to associated staff.

15. Develop criteria for evaluating programs, proposals and other pertinent information related to project assignments.

16. Coordinate project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors

17. Plan, assign, and supervise the work of others.

18. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

19. Perform other duties as assigned.

Qualifications

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – Graduation from an accredited four-year college or university with a Bachelor’s degree in Business, Operations Management, Public Health, Natural Sciences, Healthcare Administration, Criminal Justice, or other related field required.

Experience – Minimum of four (4) years’ office management experience, which should include personnel administration involving direct supervision. Prefer previous work experience in at least one of the following areas: a regulated or regulatory medical cannabis program; pharmaceutical industry; healthcare industry, including pharmacy, or regulatory experience providing oversight to licensed programs or entities regulated by a state or government agency. Previous experience with facility or compliance inspections and/or investigations is preferred. Working knowledge of HACCP, CAPA plans, and cGMP requirements is also preferred.

Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification – Must possess a valid driver license from state of residence.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Supervisory/Managerial/Leadership skills – Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.

Technology – Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
