GENERAL DESCRIPTION:

Plumber I

Performs routine (journey-level) installation, maintenance, and repair work of plumbing systems and components. Work involves assembling, installing, or repairing pipes, fittings, or fixtures of heating, water, and/or draining systems. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

Plumber II

Performs complex (journey-level) installation, maintenance, and repair work of plumbing systems and components. Work involves assembling, installing, or repairing pipes, fittings, or fixtures of heating, water, and/or draining systems. May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Plumber III

Performs advanced (senior-level) installation, maintenance, and repair work of plumbing systems and components. Work involves assembling, installing, or repairing pipes, fittings, or fixtures of heating, water, and/or draining systems. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Plumber IV

Performs highly advanced (senior-level) installation, maintenance, and repair work of plumbing systems and components. Work involves overseeing the assembly, installation, or repair of pipes, fittings, or fixtures of heating, water, and/or draining systems. May serve as a lead worker providing direction to others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

Plumber I

1. Performs entry level technical and preventative maintenance tasks on all plumbing equipment.

2. Performs troubleshooting and maintenance procedures needed to keep all plumbing equipment operating in a safe and efficient manner.

3. Assembles pipe sections, tubing, or fittings using couplings, clamps, screws, bolts, cement, plastic solvent, caulking, or soldering, brazing, or welding equipment.

4. Installs pipe assemblies, fittings, valves, appliances, or fixtures using hand or power tools.

5. Installs energy-efficient and water-conserving equipment and alternative water sources.

6. Locates and marks the position of pipe installations, connections, passage holes, or fixtures in structures.

7. Measures, cuts, threads, or bends pipe to required angles using hand or power tools or machines.

8. Welds small pipes or special piping using specialized techniques, equipment, or materials.

9. May inspect structures to assess material or equipment needs, to establish the sequence of pipe installations, or to plan installation around obstructions such as electrical wiring.

10. May make estimates related to time, materials, and/or labor costs for repair jobs or project plans.

11. Completes appropriate documents, work orders, reports to include but not limited to documenting length of time spent on each job, materials used, and describing work completed.

12. May travel to remote agency facilities to accomplish repair, renovation, or restoration tasks as assigned.

13. May work hours beyond and other than normal work hours including holidays and weekends as needed. May work other than normal hours to accomplish special projects or respond to off-hours maintenance emergencies as needed.

7. Locates and marks the position of pipe installations, connections, passage holes, or fixtures in structures.

8. Measures, cuts, threads, or bends pipe to required angles using hand or power tools or machines.

9. Welds small pipes or special piping using specialized techniques, equipment, or materials.

16. May work hours beyond and other than normal work hours including holidays and weekends as needed. May work other than normal hours to accomplish special projects or respond to off-hours maintenance emergencies as needed.

Plumber IV

3. Trains, inspects and monitors the work of assigned employees on plumbing assignments to ensure compliance with applicable codes or ordinances; Oversee and schedule the work of the contracted vendors for outsourced services;

4. Reviews blueprints, building codes and specifications to determine work details and procedures to determine DPS needs and what will work best for our staff to maintain. Locating and marking the position of pipe installations, connections, passage holes, or fixtures in structures.

5. Measures, cuts, threads, assembles, or bends pipe sections, tubing, or fittings using couplings, clamps, screws, bolts, cement, plastic solvent, caulking, or soldering, brazing, or welding small pipes or special piping using specialized techniques, equipment, or materials.

6. Installs pipe assemblies, fittings, valves, appliances, or fixtures using hand or power tools.

7. Develops plans, materials and equipment specifications, and estimates for plumbing related projects. Recommend and install energy-efficient and water-conserving equipment and alternative water sources.

Qualifications

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – High School Diploma/equivalent.

Experience

Plumber I

Minimum of one (1) year experience repairing and maintaining plumbing systems.
Substitution Note: Technical school training in a skilled construction trade (as listed above) may substitute for the required work experience at the rate of six (6) months of full-time training equal to one (1) year of full-time work experience. If used to substitute for the required work experience, satisfactory completion of the training must be provided (certificate, transcript, etc.).

Plumber II

Minimum of two (2) years’ experience to obtain plumber’s license in repairing and maintaining plumbing systems.
Substitution Note: Technical school training in a skilled construction trade (as listed above) may substitute for the required work experience at the rate of six (6) months of full-time training equal to one (1) year of full-time work experience. If used to substitute for the required work experience, satisfactory completion of the training must be provided (certificate, transcript, etc.).

Plumber III

Minimum of four (4) year experience repairing and maintaining plumbing systems.

Substitution Note: Technical school training in a skilled construction trade (as listed above) may substitute for the required work experience at the rate of six (6) months of full-time training equal to one (1) year of full-time work experience. Plumber IV

Minimum of six (6) years’ experience repairing and maintaining plumbing systems.
Substitution Note: Technical school training in a skilled construction trade (as listed above) may substitute for the required work experience at the rate of six (6) months of full-time training equal to one (1) year of full-time work experience. If used to substitute for the required work experience, satisfactory completion of the training must be provided (certificate, transcript, etc.).

Licensure and/or Certification – Current Plumbing Apprentice License issued by the Texas State Board of Plumbing Examiners. If driving is required, must possess a valid driver license from state of residence.

Critical Organizational Infrastructure requirements – This job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure; must be able to maintain the security and integrity of the infrastructure related to this role. Additionally, and more specifically, must not be employed by nor have any connection or continuous connections to any governmental entity or political apparatus of a country listed in 15 C.F.R. §791.4.

Regulatory knowledge – Basic working knowledge of plumbing systems. Basic understanding of plumbing codes, building codes such as Fire Codes, American with Disabilities Act, etc. or ability to learn how they apply to facilities. The ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Maintenance knowledge – Skill in the use of hand and power tools and equipment to accomplish plumbing tasks involved in maintenance, repair, dismantling, construction, refresh, and remodeling of the building structures. Ability to learn a variety of processes, procedures, methods, various standard materials, and supplies applicable to constructing, remodeling, maintaining, and repairing office buildings and other structures. Ability to learn procedures for and to operate construction equipment (jack hammers, etc.) safely and effectively. Ability to learn and effectively apply procedures for maintaining and making minor repairs to tools, equipment, and machinery. Work safely and effectively in construction environments involving heavy dust, dirt, noise, moving equipment, and other adverse factors. Ability to bend various sizes of singular and multiple conduits by hand. Ability to apply proper methods, techniques, and procedures in accomplishing a wide variety of repair, renovation and construction projects.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems such as a Computerized Maintenance Management System to open/close assigned work orders. Demonstrated proficiency with Microsoft Outlook, CAPPS time entry, etc.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Travel and/or Schedule – May be required to travel up to forty percent (40%) to remote agency facilities to accomplish repair, renovation, or restoration tasks as assigned and work other than normal hours to accomplish special projects.

Plumber IV
