GENERAL DESCRIPTION:

Electrician III (Journeyman Electrician) - Performs advanced (senior-level) work in the maintenance and repair of electrical equipment and circuits. Work involves coordinating the installation, replacement, and maintenance of electrical systems, apparatus, components of machinery, and equipment. May serve as a lead worker providing direction to others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgement.

Electrician IV (Master Electrician) - Performs highly advanced (senior-level) work in the maintenance and repair of electrical equipment and circuits. Work involves overseeing the installation, replacement, and maintenance of electrical systems, apparatus, components of machinery, and equipment. May serve as a lead worker providing direction to others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement.

ESSENTIAL DUTIES / RESPONSIBILITIES:

Electrician III (Journeyman Electrician):

1. Coordinates the installation, replacement, and maintenance of electrical systems, apparatus, circuits, and electrical components of machinery and equipment.

2. Coordinates the inspection, testing, and troubleshooting of electrical equipment, lighting, and power circuits.

3. Develops plans and specifications of maintenance and renovation projects.

4. Estimates time and material used on projects

5. Reviews the layout of electrical wiring to ensure compliance with specifications and electrical codes.

6. Inspects electrical systems, equipment, and components to identify hazards, defects, and the need for adjustment or repair to ensure compliance with codes.

7. Maintains records and prepares reports on repairs and service to equipment.

8. May plan and coordinate the installation of electrical systems.

9. May plan long-range electrical maintenance programs.

10. May serve as a lead worker providing direction to others.

11. Maintain an efficient response to work orders and provide support to other crafts.

12. Perform preventative maintenance of all electrical panels, transformers and other electrical systems.

13. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

14. Perform other duties as assigned.

Electrician IV (Master Electrician):

1. Oversee the training and inspection of other electricians.

2. Perform preventive maintenance of all electrical panels, transformers and other electrical systems.

3. Oversee the inspection, testing, and troubleshooting of electrical equipment, lighting, and power circuits.

4. Maintain an efficient response to work orders and provide support to other crafts.

5. Inspect electrical systems, equipment, and components to identify hazards, defects, and the need for adjustment or repair to ensure compliance with electrical codes.

6. Plan and coordinate the installation of electrical systems.

7. Perform general inspection, maintenance, repair including maintaining records of emergency backup generators and systems.

8. Estimate time and materials to be used on projects.

9. Maintain records and prepare reports on repairs and service to equipment.

10. Travel to off site and/or out of town locations to test, inspect, maintain, install or repair electrical systems.

11. Develop plans and specifications for maintenance and renovation projects.

12. Review the layout of electrical wiring to ensure compliance with specifications and electrical codes.

13. Plan long-range electrical maintenance projects.

14. Participate in afterhours on call schedule program, and respond to and address electrical issues in a timely manner.

15. May serve as a lead worker providing direction to others.

16. Attend work regularly and observes approved work hours in accordance with agency leave and attendance policies.

17. Perform other duties as assigned.

Qualifications

GENERAL QUALIFICATIONS and REQUIREMENTSEducation -Electrician III-IV: Graduation from a standard senior high school or the equivalent plus or including vocational training in electricity and electrical code subjects. Experience -Electrician III: Minimum of four (4) years’ experience performing installation, maintenance and repair of complex commercial or industrial electrical systems or equipment. One (1) year experience troubleshooting, testing, diagnosing, adjusting, repairing and servicing a variety of emergency standby generators preferred. Working knowledge of electricity, the principles, practices, materials, equipment, tools and instruments applicable to the electrical trade. Thorough knowledge of the National Electrical Code. Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis. Electrician IV: Minimum of six (6) years’ experience installing, maintaining and repairing complex commercial or industrial electrical systems or equipment. Two (2) years’ experience troubleshooting, testing, diagnosing, adjusting, repairing and servicing a variety of emergency standby generators preferred. Working knowledge of electricity, the principles, practices, materials, equipment, tools, and instruments applicable to the electrical trade. Thorough knowledge of the National Electrical Code. Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis. Licensure and/or Certification -Electrician III: Texas Department of Licensing and Regulation Journeyman Electrician License required. Must possess a valid driver license from state of residence and automobile insurance. Electrician IV: Texas Department of Licensing and Regulation Master Electrician License required. Must possess a valid driver license from state of residence and automobile insurance. Critical Organizational Infrastructure requirements – This job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure; must be able to maintain the security and integrity of the infrastructure related to this role. Additionally, and more specifically, must not be employed by nor have any connection or continuous connections to any governmental entity or political apparatus of a country listed in 15 C.F.R. §791.4. Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Thorough knowledge of the National Electrical Code and the NFPA Fire Code. Electrical Knowledge -Electrician III-IV: Thorough knowledge of electricity, the principles, practices, materials, equipment, tools, and instruments applicable to the electrical trade in commercial/industrial environments. Thorough knowledge of diagnostic procedures and equipment in determining and correcting root causes of electrical malfunctions. Thorough knowledge of engineering/architectural and schematic drawings of electrical systems and of their symbols. Some knowledge of basic computer electronics. Skill in operating a variety of test instruments, meters and recorders, and hand and power tools applicable to the electrical trade. Ability to calculate and design electrical circuits in compliance with National Electric Code and NFPA Fire Code standards. Ability to read and understand complex engineering, architectural and schematic drawings of electrical systems and to draw such systems in schematic form to document accomplished tasks Supervisory/Managerial/Leadership Skills –Electrician IV: Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals. Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism. Research and Comprehension – Ability to learn the National Electrical Code and the NFPA Fire Code. Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner. Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Technology – (computers/hardware/software/operating systems) – Must be able to submit and complete work orders in Integrated Workplace Management System (IWMS). Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite. Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information andsituations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information. Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to complywith safety standards and best practices. Travel and/or Schedule – Availability for after-hour and weekend work is required.
