This position is for an extended hours facility. Work schedules begin as early as 7:00am and may end as late as 8:00pm.
License Permit Specialists will be required to wear a body-worn camera during all work hours.

GENERAL DESCRIPTION: Performs advanced (senior-level) license, permitting and customer service work. Work involves coordinating the receipt and review of license and permit applications; ensuring the compliance of applicable policies, administrative codes and statutes; communicating with external and internal customer; and approving licenses and permits pertaining to driver license and commercial driver license laws and procedures. May supervise the work of others, assign work, conduct evaluations, and review the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement.
The following Military Occupational Specialty codes are generally applicable to this position.

ESSENTIAL DUTIES / RESPONSIBILITIES:
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education - High School Diploma/equivalent. Graduation from a two-year college or equivalent is generally preferred. Experience and education may be substituted for one another.
Experience – Minimum of six (6) months of experience working as a License and Permit Specialist I in a state driver license office conducting written driver license examinations, in-vehicle road test evaluations, and cash reconciliation.
Licensure and/or Certification - Valid Texas driver license is required. If hired with a valid out of state driver license, a Texas license must be obtained within ninety (90) days of moving to Texas. If moving within the state of Texas, a valid Texas license must be obtained within thirty (30) days.
The Basic Driver Examiner Certificate (BDEC) and the Certified Commercial Knowledge Examiner (CCKE) is required and must be valid. Must re-certify based on Federal Motor Carrier Safety Administration requirements to remain qualified for the position. Regulatory knowledge- Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State, and Federal regulations, legislation, guidelines, policies and procedures. In depth knowledge of Driver License laws, rules, and policies.
Leadership skills – Strong leadership skills with the ability to direct and motivate others, and maintain a persuasive and credible presentation style at all levels of the organization. Must exemplify the Department’s core mission – to Protect and Serve Texas and the values of integrity, teamwork, accountability and excellence.
Analytical skills - Must be analytical, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness. Ability to analyze problems, identify causative factors, and apply actions to effectively resolve current issues and prevent recurrences of problem conditions.
Interpersonal skills – Must exercise excellent interpersonal skills – position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with internal and external customers.
Presentation/Communication skills – Must be able to effectively communicate and present information and/or training to individuals and a wide variety of audiences. Must be able to produce clear, concise, and professional documents, reports, and presentations. Ability to respond to public inquiries in a timely manner; to implement administrative and technical procedures; to interpret applicable laws, rules, regulations, policies, and procedures; to communicate effectively; and to train others.
Organizational skills - Must be organized, flexible, and able to prioritize in a multi-demand and constantly changing environment. Demonstrated ability to meet multiple and sometimes conflicting deadlines without sacrificing accuracy or timeliness; ability to work independently; and to understand and effectively apply complex oral and written instructions and procedures.
Computer systems / hardware / software – Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), and able to learn new software/systems as applicable to the position and Driver License System (DLS).
Confidentiality – Must be able to responsibly handle sensitive and confidential information and situations.
Travel/Schedule – This position requires the possibility of extended work hours as early as 7:00 am to as late as 8:00 pm. Weekend work may be required.

Current DPS employees who submit applications for posted DPS positions shall notify their immediate supervisor in writing.
A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
