Job Description

The DPS Department Manager 3 (Highway) supervises personnel engaged in highway, street, and road operations in the Wayne County Road Maintenance Division. Through subordinate managers and supervisors, they supervise road crews engaged in asphalt paving, concrete road repairs, replacement of culverts and other road repair and maintenance operations. This position will confer with managers and supervisors regarding work detail, order materials and supplies; allocate personnel and equipment as necessary, check work in progress and upon completion for conformance to standards and specifications; investigate complaints, and other related duties.

Required Tasks

  • Direct and train all department personnel including DPS Department Manager 1, DPS Supervisor 2, PSMW’s (PSMW Team Lead 1 and 2, A1, A2, A3 and B) and others engaged in highway, street and road operations and maintenance in Wayne County Roads Maintenance Division.
  • Develop crew assignments and schedule work assignments consistent with Roads Policies.
  • Enforce and ensure compliance with all Federal, State and local safety regulations.
  • Investigate CityWorks complaints to determine courses of action for repairs. Communicate with the general public in respect to service requests.
  • Check work- in-progress and completed work for conformance to standards and specifications. Provide guidance and counseling to employees.
  • Ensure compliance with MDOT, MIOSHA and Emergency Response Standards and other Regulatory Agencies. Including ensuring safety of public and personnel.
  • Monitor inventory, supply, personnel levels within the District.
  • Perform quarterly attendance reviews of employees and evaluate employee concerns, furnish recommendations and a course of action handling problems. Issue discipline when required.
  • Confer with other departments and management.
  • Develop plans and programs for the district and all related strategies and tactics to support the mission, values and goals of Wayne County DPS.
  • Keep updated on specifications of road information.
  • Give direction to employees daily.
  • Plan or direct activities that require coordination with other Department Managers.
  • Perform other related duties as assigned.

QUALIFICATIONS

This examination is open only to employees of the County of Wayne who, at the time of application, have:

  • Regular status in DPS/Roads Maintenance Division as a DPS Department Manager 1 (Roads) and two years in that class OR
  • DPS Supervisor 2 (Roads) with at least four years in that class AND
  • (3) years' combined experience in the classification of Public Service Maintenance Worker A-1, A-2, A-3, B or PSMW Lead 1 or 2 in Roads. AND
  • High School Diploma or equivalent AND
  • A valid state of Michigan driver's license and an acceptable driving record (no more than 7 points)
  • A CDL License and a Class “A and N” Endorsement. Must have a valid State of Michigan Commercial Driver's License with type "A” with Air Brake endorsement.

Candidates who meet the qualifications will have their application forwarded to the hiring department for consideration.

GENERAL INFORMATION

Section 5 (b) of Rule 6 of the Rules of the Department of Personnel/Human Resources provides that persons denied permission to compete in an examination may make a written appeal to the Wayne County Civil Service Commission for a final decision within twenty (20) days following the mailing of such notification, stating the basis on which it is felt that their application should be accepted.

In accordance with the provisions of the collective bargaining agreement, appointees must satisfactorily complete a probationary period before the appointment will be considered permanent.

Appeal of Rejection Persons denied permission to compete in an examination may make a written appeal to the Wayne County Civil Service Commission for a final decision. An appeal must be filed within twenty (20) days following the mailing of the rejection stating the basis on which the application should be accepted.
