Conditions of Employment:
Prior to employment New Hires must provide documentation from a physician of:
1. Visual acuity
2. Color vision acuity for Firearms & Toolmarks, Biology/DNA and Seized Drugs, only.

All acuity testing must have occurred prior to and within six (6) months of the start date.

Must be able to obtain a forensic analyst license from the Texas Forensic Science Commission in accordance with the Code of Criminal Procedure Title 1 Chapter 38.01.

GENERAL DESCRIPTION: Performs highly advanced (senior-level) training and development work associated with scientific training in an option or specialty area identified above. Work involves revising and developing training manual guidelines and materials, and developing schedules and standards for achieving successful training. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Manages training activities and training schedules of employees in the specific discipline.

2. Conducts and coordinates discipline training and reviews related training records including the evaluation of trainee progress and remediation when needed.

3. Provides direct feedback to supervisors on the progress and evaluation of employees training, as applicable. Provides data and productivity reports to management, as needed.

4. Evaluates effectiveness of the training program through review of training surveys and other feedback mechanisms.

5. Oversees the development and revision of Training Manuals and educational/training materials in conjunction with feedback from the relevant technical advisory board, local trainers, program coordinator, and others.

6. Participates in internal and external auditing, proficiency and casework activities as required.

7. Prepares and submits system quality assurance documents and templates for standardization.

8. Provides input on quality assurance, safety, and the discipline program.

9. Prepares training materials such as presentations, lectures, samples, exercises, and exams.

10. Coordinates and conducts training for internal staff and law enforcement groups, schools, and others; represent the Department at conferences and meetings.

11. Monitors court testimony.

12. Attends work regularly and observe approved work hours in accordance with agency leave and attendance policies.

13. Performs other duties as assigned.

Qualifications

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education - Graduation from an accredited four-year college or university with a major in chemistry, physical, biology science, chemical engineering or forensic science*. Coursework must include successful completion of a minimum of (16) sixteen-semester hours of chemistry above general coursework. Successful completion of one (3) three-semester credit hour (or equivalent) college-level statistics course from an accredited university or a program approved by the Commission or ability to complete the course within 180 days of hire is also required.

*Forensic science programs must be either FEPAC-accredited OR meet the minimum curriculum requirements pertaining to natural science core courses and specialized science courses set forth in the FEPAC Accreditation Standards.

Substitution Note: A Forensic Analyst license may be substituted for the education requirements.

Experience - Minimum of eight (8) years work experience as a qualified forensic scientist performing seized drugs analysis in an accredited crime laboratory.

Licensure and/or CertificationIf driving is required, must possess a valid driver license from state of residence. Must be able to obtain a forensic analyst license from the Texas Forensic Science Commission in accordance with the Code of Criminal Procedure, Title 1, Chapter 38.01.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Forensic Science – Thorough knowledge of principles, techniques and procedures of related forensic science discipline; of understanding of identification principles.Knowledge of safety procedures for handling hazardous chemicals; of proper evidence handling procedures.Skill in use of laboratory equipment and materials. Ability to direct and participate in training others on workflow techniques and procedures.

Supervisory/Managerial/Leadership skills – Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management.Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.

Technology – Considerable knowledge of instrumentation, methods techniques, and controls used in an accredited forensic laboratory. Skill in the use of lab equipment and materials. Demonstrated proficiency with LIMS, and Microsoft Office Suite (Word, Excel, PowerPoint, Outlook); ability to learn new software/systems; with exception of Biology CODIS.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations and/or communications to a variety of audiences and/or individuals.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and Travel Availability for unanticipated travel is required. This position may have the ability to telecommute based on the needs of the division/agency. Travel statewideis required.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
