About this Position:

The main purpose of this position is to administer and implement the Declaration of Eligibility (DOE) Procedure by receiving and preparing for processing the Interstate Certifications, Intent to Decertify and De-certifications aspects of the DOTD’s federally mandated Disadvantaged Business Enterprise (DBE) program. The incumbent must maintain current knowledge of the federal and state laws, regulations, guidelines and rulings governing Federal Regulation 49CFR26 of this program.

This role is ideal for a detail-oriented professional with strong verbal and written communication skills, as well as investigative skills.

Examples of duties

Five years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR

Six years of full-time work experience in any field plus two years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR

A bachelor's degree plus two years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR

An advanced degree plus one year of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

The job duties and responsibilities listed below are for the DOTD Program Specialist 3 position and represent the duties and responsibilities that the incumbent will be expected to fulfill.

  • Under the broad supervision from the DOTO Program Manager (Position 88325), this position directs, coordinates and administers the Declaration of Eligibility (DOE) process for DBE certified firms.
  • Perform in-depth desk audits on those firms applying for annual renewal on their anniversary date to determine the firms continued eligibility to participate in the program. Close to 1000 firms are audited annually to ensure there are no changes in ownership and control structure.
  • Oversees and has responsibility for the maintenance of the section's computerized DBE certification history file and retrieves data for statistical information required by department personnel and executive staff, state and federal agencies, and outside entities as requested per 49CFR26.81 and 49CFR26.85.
  • Incumbent also serves as the principal assistant to the Compliance Statewide Program Manager 2 for the Compliance Programs Section.
  • Under the broad supervision of the DOTO Program Manager the incumbent is responsible for processing payment for all invoices received for the DBE/SS Contract in accordance with 23CFRPart230. ll 7.
  • For the Compliance Programs Section and Marketing and Communications Support Section, incumbent will coordinate meetings by arranging the meeting site, notifying those who are to attend and overseeing the procurement of any special equipment, supplies, materials or information needed.
  • Serves as the Safety Coordinator for Compliance Programs and Marketing and Communications Support Section, and as such prepares accident and safety reports as well as monthly safety meetings and is responsible for routine fire drills.
  • Serves as the Record Retention Coordinator and is responsible for determination of record destruction, scanning and storage.
  • Serves as the timekeeper for the Compliance Programs Section and Marketing and Communications Support Section by entering time and attendance as well as maintaining all time and attendance records. Also responsible for generating and maintaining all necessary time and attendance reports.

Position Specific Details:

Appointment Type: This position is open to only current DOTD employees; and may be filled by detail to special duty.

Compensation: Additional compensation may be considered for applicants who possess extraordinary job-related qualifications or credentials in accordance with State Civil Service Rule 6.5(g) and DOTD policy. Any such consideration is subject to approval, verification, and applicable pay limitations.
