MINIMUM REQUIREMENTS:

Admission to the Florida Bar

Preferences:

Two (2) years of professional experience in the practice of law, legal research, administrative or government law.

JOB DUTIES:

Researching time sensitive legal issues and providing sound legal guidance on a wide variety of legal issues that come before the Office of General Counsel. This position requires a high degree of independent, professional judgment, an intimate knowledge of the law, an ability and skill to handle complex issues as well as an ability to research and interpret complex provisions of the law as it relates to the powers, duties and functions of the Department of State and including specifically the Division of Elections.

Reports to the attorney for litigation and elections.

Serves as legal counsel to the Division of Elections and advises the Division and the Secretary in the administration of the Election Code and guidance and direction to the county supervisors of elections.

Drafts and reviews proposed legislation regarding elections.

Drafts, reviews, conducts hearings for, and otherwise promulgates the Division of Elections' administrative rules.

Drafts and reviews advisory opinions pursuant to section 106.23(2), Florida Statutes.

Provides guidance to the Department of State in the formulation of policies and procedures governing elections.

Assists in the management of public records requests regarding the Division of Elections.

As needed, may represent the Secretary of State, the Department of State, and/or its operating divisions, in legal proceedings brought in state or federal court or administrative tribunals. May prepare complaints, responses, briefs, memoranda of law, discovery, recommended orders, and other legal documentation necessary for adequate legal representation.

Performs other work-related duties as required.
