CACI is looking for an experienced Portfolio Lead with strong customer relationship skills, program/contract management capabilities, implementation knowledge of IT and IT processes at scale supporting complex Government mission environments (including emerging IT/IT processes like Agile, DevSecOps, AI and cloud), program/contract delivery skills of end-to-end solutions, building and leveraging customer relationships to drive growth, and program/project management/facilitation experience to lead and support challenging programs supporting the Department of State (DOS).

Demonstrated experience of these skills within the DOS is critical. You will work with talented colleagues who are focused on growing a portfolio of contracts/programs at the DOS and play an integral role in providing a broad range of systems/software/IT expertise and growth strategies in the pursuit and execution of contracts/programs that support DOS missions and their personnel. This role emphasizes innovation, a strategic growth mindset (both new contract wins and on-contract growth) at the DOS.

We are seeking leaders who are adaptable, effective communicators, and able to work constructively across both business development, capture and program/contract IT delivery teams. You must be comfortable briefing executive leadership and enthused to develop great working relationships with key customer leaders, customer agency representatives, technical teams, and CACI executive management.

Duties include but are not limited to:

The DOS Portfolio Lead will support business development, proposal capture teams and program/contract delivery execution teams in support of growth and delivery excellence at the DOS. The value of this DOS line of business is projected to grow to approximately $500M. The candidate will:

  • Provide support for business development and capture teams focused on growth at the DOS, including leveraging CACI’s EVOLVE Functional Category (FC) 3 and FC4 contract vehicles. This support can include engagement with existing CACI programs/contracts supporting the DOS with a focus on driving on-contract growth. This support can also engage other teams/personnel across CACI in support of pursuits/delivery execution outside of the DOS.
  • Strategically support program/contract delivery execution at the DOS to continually optimize delivery excellence and customer satisfaction. This support can include engaging with CACI program/contract teams in addressing complex IT, implementation, delivery and customer relationship issues.
  • Directly support CACI programs/contracts at the DOS for periods of time to address specific IT and customer relationship challenges.
  • Develop CACI strategies to pursue growth at the DOS, including new contract wins and on-contract growth.
  • Work closely with CACI groups and personnel to ensure effective pursuit strategies for programs that require collaboration across CACI.

Required Qualifications:

  • Must be a U.S. Citizen with the ability to obtain a security clearance
  • Bachelor’s degree or equivalent
  • 10+ years of experience of supervisory/management experience.
  • 10+ years of applying information technology solutions to meet mission needs within the Federal Government.
  • 10+ or more of program and technical performance management experience within the Federal Government.
  • 10+ years of experience in delivering and sustaining complex IT solutions at the DOS.
  • Understanding of all elements of the software development and IT delivery life cycle, including planning, development, requirements management, CM, quality assurance, and release/implementation management.
  • Strong understanding of emerging IT technologies and processes (including Agile, AI, SecDevOps and cloud) and how to leverage them in IT solutions.
  • Strong technical background and excellent oral presentation skills.
  • Demonstrated ability to engage with customers, and to develop and grow strategic customer relationships.
  • Demonstrated ability to collaboratively deliver proposals, technical solutions, and company capabilities.


Desired Qualifications:

  • Project Management Professional (PMP®) Credential or PMI Agile Practitioner
  • Established relationships with key Government leadership/ personnel currently working at the DOS.
  • Success in opportunity identification, qualification, and proposal submission in the Federal marketplace.
  • 5+ years of experience managing Agile software development programs.
  • Active security clearance supporting DOS, or another Federal agency.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$114,600-$252,100
