Minimum Qualifications:

  • At least 5 years of progressively responsible experience in finance, accounting or budgeting activities at a State of Florida agency, at least three (3) years of which must have been in a supervisory capacity, OR
  • A bachelors’ degree in accounting or a related field from an accredited college or university. Accounting experience may substitute for the degree on a year-for-year basis.
  • Experience preparing Statewide Financial Statements.
  • Experience with State of Florida Disbursements and/or Revenue transactions.
  • Three years’ experience with FLAIR.

Preferences:

  • Experience with Schedule I’s.
  • Experience working Schedule of Allotment Balances or other budget projection tools.
  • Knowledge of LAS/PBS systems.

Duties and Responsibilities:

This position administers, manages, supervises and directs financial services programs for the Department of State and the daily operations of the Bureau of Planning, Budget and Financial Services. Duties include, but are not limited to:

Plans, coordinates, and directs the work of the Bureau:

Assigns duties and projects to staff, evaluates performance, staff appointment recommendations, addressing personnel issues, reviews work product, and ensures Bureau procedures and processes are documented and updated.

Provides leadership, direction and coordination of the preparation of the Department’s annual financial information and forms submission. Coordinates year-end activities such as ensuring carry forward items are established, the preparation of necessary accrual, adjusting and correcting entries, analyzing pre-closing trial balances for accuracy and appropriateness, ensuring all Department closing requirements are met in a timely manner.

Serves as a liaison for the department during Auditor General’s financial statement audit, assists with preparing written responses to audit findings and implementing necessary corrective actions.

Responsible for oversight and coordination of the completion of the Schedule I and supporting schedules for annual Legislative Budget Request. Responsible for coordination of Legislative Budget Request into Legislative Appropriations Systems & Planning and Budgeting System (LAS/PBS).

Responsible for oversight and coordination of Statewide Financial Statements.

Maintains, updates and implements changes to department’s accounting codes structure, which may include changes in fund codes, budget entities, program components, general ledger codes, object codes and other pertinent financial related codes.

Serves as Administrator for business systems used by the department in the management of financial records.

Serves as the Department’s Florida Palm Readiness Coordinator.

The Bureau Chief is responsible for oversight of various activities within the Bureau, which include but are not limited to:

Oversees the accurate auditing and processing of disbursements through FLAIR, MFMP and STMS.

Oversees and addresses prompt payment issues following s. 215.422, F.S.

Oversees revenue and receipt activities, including accurate and timely depositing of revenues by fund source and annual reporting of uncollectable debt.

Oversees trust fund cash investments, including investment and dis-investment.

Oversees and performs the department’s payroll redistribution process.

Oversees miscellaneous accounting entries. Coordinates FLAIR reconciliation activities.

Oversees FLAIR custodian, managing access to FLAIR and RDS activities.

Knowledge/Skills/Abilities:

  • Ability to effectively manage, direct and motivate multiple staff.
  • Knowledge of FLAIR.
  • Knowledge of financial administration processes, laws and rules and experience executing same.
  • Knowledge of generally accepted accounting and auditing principles.
  • Proficiency using Microsoft Word, Outlook and Excel.
