Everforth ECS is seeking a DoDIN Services Manager (SME) to work in Fairfax, Virginia. Please Note: This position is contingent upon contract award.

ECS is seeking a DoDIN Services Manager (SME) to provide enterprise leadership and operational oversight for DoDIN-connected services supporting ARNG mission and enterprise operations. This role is responsible for directing service availability, infrastructure sustainment, network transport integration, boundary compliance, and service performance monitoring across supported enclaves. The DoDIN Services Manager establishes governance for change management, outage response, configuration control, and service continuity to ensure uninterrupted mission support.

This role operates within Team ECS's integrated enterprise operations structure, which organizes Task 4 operations into three divisions: Network Operations, DoDIN Services, and Enterprise Operations Support. The DoDIN Services Manager leads the DoDIN Services division, ensuring coordinated delivery of DoDIN services — including data, voice, and video — across the ARNG's distributed infrastructure while maintaining compliance with DISA, DoD, and ARNG directives. This includes managing the DoDIN-A(NG) and DoDIN-A(NG)-S IP backbone and providing NIPRNet/SIPRNet connectivity including WAN and enterprise-level services. Due to the24x7x365 nature of DoDIN service delivery and the mission-critical requirements of this role, the selected candidate must be available beyond normal business hours, including weekends and holidays, as mission requirements dictate. This position supports TOR subtask C.5.4.

Responsibilities

  • Provide enterprise leadership and operational oversight for DoDIN-connected services supporting ARNG mission and enterprise operations across classified and unclassified networks
  • Direct service availability, infrastructure sustainment, network transport integration, boundary compliance, and service performance monitoring across supported enclaves
  • Establish governance for change management, outage response, configuration control, and service continuity to ensure uninterrupted mission support
  • Manage the DoDIN-A(NG) and DoDIN-A(NG)-S IP backbone and provide NIPRNet/SIPRNet connectivity including WAN and enterprise-level services such as voice, video, engineering, maintenance, and service desk operations
  • Coordinate with cybersecurity operations, network operations centers, and enterprise engineering teams to ensure DoDIN service delivery complies with DISA, DoD, and ARNG operational directives and cybersecurity requirements
  • Oversee DoDIN operations supporting NGB, ARNG, and State Joint Forces Headquarters (JFHQs)
  • Define service performance standards, availability targets, and reporting metrics; oversee quality assurance of ticketing and response workflows
  • Direct infrastructure sustainment activities including lifecycle management, hardware/software maintenance, and system availability support for enterprise hardware across DoDIN-A(NG) and DoDIN-A(NG)-S
  • Generate and manage POA&Ms for compliance findings, support the continuous monitoring of RMF security controls and configurations, and support resolution of known vulnerabilities
  • Coordinate with enterprise planning teams on ARNG initiatives such as A365/DoD365, AESMP, C2C, AUDS-U/C, AGUN, and CBII to ensure DoDIN service alignment across modernization programs
  • Provide operational reporting and risk visibility to Government stakeholders to sustain readiness and service resiliency
  • Advise Government leadership on network operational risk, capacity planning, resiliency strategy, and modernization impacts

Qualifications

Required Qualifications

  • Clearance: Active Secret clearance required
  • U.S. Citizenship required
  • Education: Bachelor's degree or higher in Computer Science, Information Systems, Information Technology, Network Engineering, or related discipline (or equivalent experience)
  • Experience: Recognized subject matter expert with extensive experience supporting enterprise network operations and DoDIN-connected service environments within DoD or Federal organizations
  • Demonstrated experience providing leadership and operational oversight for large-scale enterprise services including infrastructure sustainment, network transport integration, boundary compliance, and service availability management
  • Proven ability to establish governance for change management, outage response, configuration control, and service continuity to maintain uninterrupted mission support
  • Experience coordinating with cybersecurity operations, network operations centers, and enterprise engineering teams to ensure DoDIN service delivery complies with DISA, DoD, and ARNG operational directives and cybersecurity requirements
  • Demonstrated ability to monitor service performance, manage operational risk, and provide executive-level reporting to Government stakeholders to support enterprise readiness, resilience, and mission continuity
  • DoD 8140.03Compliance: DoD Cyber Workforce Framework (DCWF) Work Role 441 — Network Operations Specialist at the Advanced proficiency level
  • Certifications (one or more required): SecurityX / CASP+, CCNA, CCNP Security, CCSP, GCED, GCIA, GCLD, GDSA, GFACT — or an approved accredited degree (Master's or Ph.D. in Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, or Software Engineering from a regionally or nationally recognized accrediting agency)
