The Illinois Department of Corrections is seeking an Advocacy Liaison to serve as a liaison between the IDOC and Advocacy Organizations. This individual serves as spokesperson for the Department with Advocacy organizations. The individual in this position participates in meetings which are highly confidential and sensitive in nature. The ideal candidate will be able to work collaboratively with staff, facility administration and executive staff to establish a communication strategy that aligns with the department’s mission, vision, and values. The ideal candidate will be able to process information and materials in a timely manner and convey information effectively through both written and oral reporting. The ideal candidate would be a self-motivated, task-oriented, organized individual with strong interpersonal skills. Essential Functions

  • Serves as the Department of Corrections (DOC) Statewide Advocacy Organization Liaison.
  • Serves as spokesperson for the Department to advocacy organizations.
  • Develops and maintains a tracking database for advocacy calls, comments, and correspondence.
  • Conducts research and studies regarding the mission, policies, and position statements of Advocacy Organizations that has a direct impact on the Department of Corrections.
  • Collects, analyzes, and reports data to the Chief Inspector and the Director regarding issues and resolutions of concerns communicated by Advocacy Organizations.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires three (3) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Prefers at least two (2) years of professional experience working with advocacy organizations
  • Prefers at least two (2) years of professional experience conducting field-based outreach or in-person engagement with external stakeholders or advocacy organizations.
  • Prefers at least two (2) years of professional experience coordinating internal and external communication strategies with/or for advocacy organizations.
  • Prefers at least two (2) years of professional experience interpreting and relaying agency initiatives and goals to advocacy organizations.
  • Prefers at least two (2) years of professional experience interpreting policies and procedures of a law enforcement agency, a correctional facility, or related field.
  • Prefers at least two (2) years of professional experience tracking correspondence to and from organizations.
  • Prefers at least two (2) years of professional experience reviewing and analyzing data to identify trends.
  • Prefers at least two (2) years of professional experience working within and/or with a large organization (250 or more employees).
  • Prefers at least two (2) years of professional experience working with an advocacy organization on topics related to law enforcement, a correctional facility or related field.
  • Prefers at least two (2) years of professional experience working in public policy.

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability to pass the IDOC/IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/ employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Required to utilize digital technology, tools, platforms, and processes in managing and supporting various digital enhancements for greater efficiency, productivity, and digital transformation efforts within the department.
