DLH IT Senior Manager - Engineering (India)

Location: Pune

The Director of Engineering – India is accountable for building, leading, and scaling a mature engineering organisation in Pune. The role combines senior people leadership, technical authority, delivery accountability, and global stakeholder influence. This position establishes India as a Centre of Excellence for modern, AI-augmented, Microsoft-based engineering while ensuring regulatory compliance (HIPAA, SOC 2) and delivery predictability.

Key Responsibilities

Engineering Organisation & Leadership

• Build and scale engineering capability across software development, QA, platforms, integration, and support
• Lead engineering managers, architects, and senior technologists; build leadership bench and succession
• Define career frameworks, skills progression, performance expectations, and learning pathways
• Foster a high-trust, high-accountability culture aligned with global values rooted in creative problem solving and innovation

Global Delivery & Governance

• Own predictable delivery across multiple product and application streams serving US and UK markets
• Partner with Product, Architecture, Security, and Delivery leaders as well as business partners to align roadmaps and execution to priority and cost-benefit
• Ensure adherence to SDLC, change control, audit readiness, and operational excellence standards
• Technical & Architecture Stewardship (Microsoft Stack)
• Provide senior oversight across Visual Studio, .NET (Framework/Core), C#, SQL Server, WCF, SSRS, SSIS, REST/SOAP APIs
• Guide modernization strategy including API evolution, cloud readiness, microservices architecture and technical debt reduction
• Ensure high standards for secure coding, performance, scalability, maintainability, and observability

AI-Oriented & Modern Engineering

• Champion AI-augmented development practices, automation, and DevOps maturity
• Partner on responsible AI adoption aligned with security, risk, and compliance expectations
• Drive productivity, quality, and throughput improvements using engineering metrics

Stakeholder, Presales & Executive Engagement

• Act as senior technical authority in presales and client conversations
• Represent India engineering capability to executive and client stakeholders
• Influence global engineering strategy and operating model evolution

Skills, Knowledge & Expertise

Experience & Qualifications

• 18+ years total engineering experience with significant hands-on background
• 10+ years leading managers and senior engineering leaders
• Bachelor’s degree in Engineering or Computer Science (Master’s preferred)
• Experience operating in regulated, enterprise software environments
