LOCATION, CONTACT AND SALARY:

Location: Knight Building, 2737 Centerview Drive, Tallahassee, Florida

Starting Salary: $1,780.37 Bi-Weekly. (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee's current rate, whichever is higher.)

This is a professional position performing highly responsible technical, consultative and administrative work. This position serves as a contract administrator, maintaining full responsibility and ownership for competitively contracts assigned, to include all Department of Juvenile Justice program areas. The incumbent in this position is expected to function with a great deal of independence and have high-quality organizational skills.

DUTIES & RESPONSIBILITIES:

Performs procurement planning and serves as liaison for anticipated procurement activities.

Prepares Request for Proposals (RFP), Invitation to Negotiate (ITN), Invitation to Bid (ITB), and all other procurements as requested by the program areas, in accordance with Florida Statutes and Department policy and procedures.

Prepares contracts, amendments, renewals and extensions as requested by the program areas.

Assumes responsibilities for all contact with providers during the procurement process.

Provides technical assistance to contract managers, program areas and providers, as required.

Communicates effectively with customers external to the Bureau, maintaining a positive and collaborative working relationship.

Monitors contracts' effective dates and procurement needs to ensure the continuation of services.

Serves on process work groups as assigned.

Follows up with Bureau's administrative assistant to ensure that all contract documents are distributed as required.

Follows up to ensure that all official Department contract documents are filed appropriately.

Consults with supervisors to coordinate the implementation of solutions to recognized problems.

Makes recommendations for systematic ways to improve the process of contract document development and construction.

Makes recommendations for ways to improve the office's overall operations.

Communicates clearly and appropriately and listens effectively. The incumbent keeps others informed and deals effectively with conflict.

Performs procurement activities that include contract negotiations and other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the methods of data collection and analysis.

Knowledge of basic management principles and practices.

Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.

Ability to organize data into logical format for presentation in reports, documents and other written materials.

Ability to conduct fact-finding research.

Ability to utilize problem-solving techniques.

Ability to work independently.

Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.

PREFERRED QUALIFICATIONS

Familiar with the requirements outlined in Florida Statutes (F.S.) 287.057 and 278.058, F.S

Knowledge and experience in Florida State Government Procurement.

Knowledge and experience in Florida State Government Contracting.

Current Florida Certified Contract Negotiators.
