Program Summary

KBR Readiness and Sustainment division is the Team Behind the Mission. As KBR JOC we deliver construction services to the US Military and collation partners at Djibouti Africa camp Lemonier Naval Base round the world. We furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform renovations, maintenance, replacements, alterations, demolition, and provision of temporary facilities for NAVFAC construction category II, III, and IV tasks. KBR/JOC ensures delivery to the highest standard in every aspect of construction work in a timely manner allowing deployed personnel to focus on mission execution.

The Construction Superintendent is responsible for the for planning, coordinating, and supervising all field construction activities for multiple task orders and projects under government and/or military contracts. He will oversee subcontractors, ensure compliance with safety and quality standards, and maintain project schedules and budgets. This position requires extensive experience in HVAC systems, mechanical construction, and Building Management Systems (BMS/BAS) integration within commercial, industrial, or federal facilities.

Possess strong leadership skills, in-depth mechanical/HVAC expertise, and proven experience managing renovation, repair, and infrastructure projects in occupied facilities and mission-critical environments.

Roles and Responsibilities

  • Project Planning and Execution:

Review and understand project plans, blueprints, and specifications to ensure project requirements are met.

Develop a detailed construction schedule and work plan for the project.

Coordinate with the project manager and other team members to establish project objectives and goals.

  • Site Management:

Oversee and manage all on-site construction activities, including scheduling, coordination, and monitoring of progress.

Ensure that work is being executed according to the established schedule and budget.

Maintain a safe and secure work environment, enforcing safety protocols and quality control standards.

Work closely with engineers, facility managers, and government representatives to ensure project objectives are achieved.

  • Team Management:

Train, mentor, supervise, and coordinate the work of contractors, subcontractors, and construction personnel.

Provide direction, guidance, and support to the construction team, addressing any issues or concerns as they arise.

  • Material and Equipment Management:

Procure and manage construction materials, tools, and equipment as needed for the project.

Maintain inventory levels and oversee the delivery of materials to the site.

Support estimating, scheduling, procurement, and project planning efforts as needed.

  • Quality Assurance:

Conduct regular inspections to ensure that workmanship and materials meet quality standards and project specifications.

Address any issues or deficiencies promptly to maintain project quality.

  • Budget and Cost Control:

Monitor project costs and work to keep the project within budget.

Identify cost-saving opportunities and report any budget discrepancies to the project manager.

  • Communication:

Maintain clear and consistent communication with the project management team and employees.

Regularly report project progress, issues, and updates.

  • Permit and Regulatory Compliance:

Ensure that the construction project complies with all applicable building codes, regulations, and permit requirements.

Obtain necessary permits and approvals and manage inspections as required.

  • Coordinate shutdowns, tie-ins, commissioning, and startup activities for HVAC and mechanical systems.

Oversee installation, repair, and replacement of:

HVAC equipment

Chillers, boilers, AHUs, FCUs, and VRF systems

Ductwork and piping systems

Controls and automation systems

Energy management and BMS/BAS systems

  • Documentation:

Maintain accurate and detailed project records, including daily reports, change orders, and other project-related documentation.

Prepare daily reports, progress updates, and field documentation.

  • Review project drawings, scopes of work, schedules, and cost estimates to ensure successful execution.
  • Lead site safety meetings and enforce OSHA, EM385-1-1, and company safety policies.

Basic Qualifications

  • High school diploma or GED required; technical training or degree in Construction Management, Mechanical Systems, or related field preferred.

  • Extensive experience with Building Management Systems (BMS) and Building Automation Systems (BAS), including troubleshooting, integration, and commissioning.
  • Strong knowledge of construction methods, safety regulations, and quality standards.
  • Minimum 5 years of construction superintendent experience, preferably in federal, military, or government contracting environments.

  • Excellent leadership and communication skills.
  • Ability to read and interpret construction drawings, specifications, and mechanical schematics.
  • Experience managing multiple concurrent JOC task orders.
  • Ability to read and interpret blueprints and technical drawings.
  • Working knowledge of OSHA safety standards and EM385-1-1 requirements.
  • Must Have Computer and Communication skills.
  • A high school diploma and 4+ years of experience.
  • Knowledge of HVAC controls, energy management systems, and mechanical commissioning procedures
  • Ability to read, write, understand, and communicate in English.
  • Must be able to lift 30 pounds.
  • Must possess passport book (not passport card) with at least 12 months of remaining validity and with at least 6 blank visa/stamp pages remaining
  • Must possess driver’s license with at least 6 months of remaining validity

Preferred Qualifications

  • Ability to work effectively in a high-pressure environment with multiple interruptions/distractions.
  • Preferably experience with Siemens, Johnson Controls, Honeywell, Schneider Electric, or Trane BMS platforms.
  • Experience working on Department of Defense (DoD), NAVFAC, contracts.
  • OSHA 30 certification.
