The Divisional Grants and Contract Director will serve as an expert for the division, supporting the Divisional Director of Social Services, Deputy Director of Social Services and each Divisional Social Services Director with guidance and oversight on social services grants, contracts, and program compliance.

The Divisional Grants and Contracts Director provides strategic leadership and oversight for all grants and contracts supporting social services programs. This role supervises key specialists, ensures coordination across Family Services, Children and Youth Services, Homeless Services, and Behavioral Health Services, and partners with divisional leadership to identify, secure, apply for, and manage funding opportunities. The Director is responsible for tracking, monitoring program and fiscal wellness of each contract and grant in adjunct with respective leadership, compliance monitoring, process oversight, and audit readiness, ensuring all grants and contracts are tracked, applied for, reported, and aligned with organizational goals.

Pay Range

$100,000/yr. - $120,000/yr.

Essential Functions

Strategic Leadership & Supervision

  • Lead and supervise the Social Services Business Specialist, Programs Specialist, and Compliance Specialist, providing guidance, performance management, and professional development.
  • Collaborate with Divisional Director, Deputy Director, and program leaders to develop funding strategies and ensure alignment with divisional priorities.
  • Oversee cross-functional coordination for grant and contract activities across all social services programs.

Grants & Contracts Management

  • Direct the identification, evaluation, and pursuit of government and non-government grants and contracts to support divisional programs.
  • Oversee the preparation, review, and submission of grant applications and contract documents, ensuring accuracy, completeness, and compliance with funder requirements.
  • Maintain comprehensive tracking systems for all grants and contracts, ensuring timely renewals, modifications, and reporting.

Compliance & Audit Readiness

  • Monitor compliance with all grant and contract requirements, including financial, programmatic, and reporting obligations.
  • Lead internal reviews and prepare for external audits, ensuring all documentation and processes meet audit standards.
  • Provide ongoing support and technical assistance to program directors and site teams to ensure compliance and readiness for audits.

Reporting & Analysis

  • Prepare and deliver monthly and quarterly analyses of grant and contract status to the Divisional Director and leadership team.
  • Develop and maintain dashboards and reports to track funding, compliance, and outcomes across programs.
  • Ensure timely submission of all required reports to funders and internal stakeholders.
  • Stakeholder Engagement & Communication
  • Serve as primary liaison with government agencies, funders, and internal stakeholders regarding grants and contracts.
  • Represent the division at bidder conferences, collaboration meetings, and trainings related to funding and compliance.
  • Communicate changes, opportunities, and requirements to program sites and leadership.

Continuous Improvement

  • Evaluate and improve processes for grant and contract management, compliance monitoring, and reporting.
  • Stay current with trends, regulations, and best practices in grants and contracts administration.

Other Duties

  • Perform other related duties as assigned.

Working Conditions

Must be able to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or sometimes continuous basis. Must be able to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead. Must be able to lift to 25 lbs.

Minimum Qualifications

  • Bachelor’s degree in business, public administration, social services, or related field; Master’s preferred or over 10 years in government grants/contracts writing and compliance oversight for community programs.
  • Minimum five years’ experience in grants/contracts management, compliance, and supervision.
  • Demonstrated expertise in government and non-government funding, contract negotiation, and compliance.
  • Strong leadership, organizational, and analytical skills.
  • Advanced proficiency with Microsoft Office Suite, e-SNAPS, LOCCS, and related systems.
  • Excellent written and oral communication skills.
  • Ability to work collaboratively with diverse teams and stakeholders.
  • Valid driver’s license and ability to pass background check.

Skills, Knowledge & Abilities

  • Strategic planning and leadership in grants/contracts administration.
  • Extensive knowledge of program development and operations.
  • Extensive knowledge of social services programs involving homelessness, substance abuse, domestic violence, mental health, childcare, HIV/AIDS, families, and child abuse.
  • Knowledge of residential programs. · Knowledge of Salvation Army policies and procedures.
  • Knowledge of California employment law
  • Advanced knowledge of compliance, audit processes, and reporting requirements.
  • Ability to manage multiple priorities and teams simultaneously.
  • Strong technical and analytical skills for financial and programmatic oversight.
