The Division 1 Project Development Team is comprised of a diverse team whose primary purposes are to manage STIP and Non-STIP projects, produce and review roadway design plans, assemble proposals and contracts for Division Let projects and provide technical expertise on these subjects to internal and external partners.
We are looking for an Engineer II to serve as the Division Proposals Engineer and assist the Division Contracts Engineer in all functions related to contract preparation and letting for all division-let highway project contracts and provide support on Central let projects as required.
In this position you will:
• Review plans, estimating quantities and project files to determine if the data contained is correct and in accordance with any planning report, technical data, and current NCDOT and FHWA policies and procedures.
• Evaluate and critique estimates, plans and proposals prepared and submitted by other NCDOT units or by consultant engineering firms, as well as municipalities or counties to ensure that they have been prepared in accordance with NCDOT policies and procedures, federal requirements and technical data pertaining to each project.
• Instruct and direct the corrections of errors made with any plans, proposals and quantity estimates.
• Evaluate utility conflicts, perform required relocation coordination, and ensure appropriate cost estimates and Project Special Provisions are developed for projects.
• Contract preparation duties including reviewing plans designed by other DOT units or consultants; creating contract proposals, including proper selection and/or writing of required special provisions and reviewing provisions submitted by other DOT units or consultants; ensure all pay items not covered by the standard specifications have a special provision explaining the work involved and the method of measurement for payment; establishing DBE/MBE/WBE goals; generation and/or review of contract quantities; formulate official engineer’s estimate; determine contract time and enter data into computer applications.
• Assists in advertising projects on division letting website; writing addenda when necessary; conducting bid letting process, to include opening of bids, reviewing of bids to ensure compliance with NCDOT goals, policies and standards; and awarding/execution of contracts.
• Manage contract documents post-letting to facilitate construction administration including establishing Construction folder on Connect/Sharepoint and populating with final bid plans, awarded contract and supporting project documentation.
• Manage construction revisions for Division-let projects, including issuance of revised plans, quantities, and special provisions and archiving replaced files.
• Enter data into server-based programs such as Automated Proposal Application (APA), AASHTOWare Project™ , and Bid Express®.

Significant knowledge and understanding of engineering concepts, practices, and theories used in construction project proposal development is preferred to understand the job and to be effective in performing the duties. Experience maintaining effective working relationships with NCDOT staff, consultants, contractors, and public officials while managing conflicts and deadlines. Experience with project development concepts and construction processes, using these skills to resolve issues and develop proposals. Strong skill in organizing resources, planning, scheduling and coordinating work in order to maintain schedules.

Salary Grade and Salary Range: NC18 $63,927 -$111,871

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
Necessary Special Requirements
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
