Under the leadership of the Deputy Assistant Director for the Houston Public Works Grants Management group (HPW GM), the Division Manager for Grant Accounting is responsible for leading a team of five in grant accounting and financial reporting for a grant portfolio of approximately $1 billion. HPW GM manages the full lifecycle of federal, state, and local grants for disaster cost recovery and infrastructure projects for flood hazard mitigation and transportation safety improvements. The selected candidate will be responsible for all grant accounting and routine grants reporting, performance of detailed balance sheet reconciliations, grant revenue and expenditure analyses, budgeting tasks, grant closeout tasks, and the quarterly and annual Schedule of Expenditures of Federal Awards (SEFA report). The Division Manager will respond to grant/audit inquiries and maintain records of grant procurement and expenditures, interacting closely with the Finance Department Grants Management group to manage the grant set-up and accounting in SAP. The Grant Accounting group interacts with project managers and accounts payable to prepare and submit requests for reimbursement, working with a variety of grant portals across various funding agencies, all while maintaining Standard Operating Procedure documentation of key tasks and handling other duties as assigned by the Deputy Assistant Director and Senior Assistant Director of Capital Projects for HPW.
Preference will be given to candidates with experience in grant accounting with SAP, Certified Public Accountants, at least 5 years of experience in government accounting, experience with procurement, accounts payable, budgets, and general ledger reconciliations.
