OF DUTIES/ESSENTIAL FUNCTIONS

Supervise, coordinate, and manage a variety of engineering and construction project administration activities and resources necessary to implement City’s Infrastructure projects (drainage, paving, water and wastewater) under Capital Improvement Program (CIP). Provide guidance and training for administrative staff, contract administrators and project managers. Support and assist with responses to inquiries from other City of Houston departments, consultants, agencies, contractors and the public. Responsibilities include but not limited to:

  • Manage, train, develop, counsel and evaluate staff performance
  • Establish and implement policies and procedures
  • Develop guidelines and templates for project related documentation and correspondence.
  • Drafts and reviews proposed contracts, correspondence, letters of agreements and amendments
  • Act as liaison to other departments, government agencies and private sector
  • Coordinates the preparation, implementation and monitoring of the budget and expenditures
  • Assists in the design and implementation of special systems, plans and projects
  • Develops methodologies for creating project data.

WORKING CONDITIONS:

This position is physically comfortable most of the time with occasional periods of stooping, bending and/or light lifting of materials of up to 10 pounds.

This is Houston Public Works Emergency Management position at the Tier III Level.

Examples of duties

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.
EXPERIENCE REQUIREMENTS
Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.

A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

Qualifications

Preference will be given to applicants with the following skill set:

  • Data management and analysis: Experience organizing, maintaining, cleaning, and analyzing data to support business decisions.
  • Dashboard creation: Ability to design and build interactive dashboards that present key metrics and insights.
  • Power BI: Hands-on experience using Microsoft Power BI for data visualization, reporting, and business intelligence.
  • AI tools: Familiarity with artificial intelligence technologies or tools to automate tasks, analyze data, or improve decision-making.
  • Strong communication skills: Ability to communicate clearly and effectively, both verbally and in writing.
  • Computer proficiency: Good working knowledge of common computer applications and software relevant to the role.
