Job Description
This position is responsible for administering the County’s enterprise data governance model in accordance with the County Administrator’s direction. This initiative defines corporate-level data as an enterprise asset. This position provides oversight for professional database infrastructure management, AI and business intelligence policies, cross-departmental and interagency guidance, and development of procedures and workflows to aide in the generation of AI agents.

Duties and Responsibilities
Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.
- Design, implement, and administer enterprise data governance policies to govern corporate-level data. Includes advocacy for dissolution of data silos, cross-department and interagency support, and reporting successes and challenges to senior management.
- Design, implement and administer quality control and quality assurance policies for corporate data across the organization.
- Research data partnerships with external and internal stakeholders, engage with consultants when needed, and provide oversight for continuing flows of curated data.
- Administer procedures designed to utilize enterprise-level data within the County’s CoPilot AI environment. Includes determining permission and access levels for partner agencies, guiding stakeholders to the proper suite of analytics, and charting a path to predictive decision making.
- Provide guidance and leadership to staff and partners to enhance the accessibility, visualization, and practical use of corporate-level data. Collaborate with internal stakeholders to identify fit-for-purpose solutions, including AI-enabled tools and agents, that deliver measurable value to the organization. Engage in conflict resolution with partner agencies when necessary.
- Research, evaluate, and recommend products and applications that support data enhancements, while providing projections for internal support requirements, long-term operational costs, and sustainability considerations
- Direct process improvement engagements for Hillsborough County. Includes oversight of the Six Sigma Academy. Assign resources, advocate for Hillsborough County leadership to internalize process improvement, and partner with internal and external stakeholders to ensure beneficial downstream impacts.
- Perform administrative duties as required including oversight of personnel issues, budgeting, requirement forecasting, and reporting success and failures.

Nature of Work
Sedentary: Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move object, including the human body. Sedentary work involves sitting most of the time. Job are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Minimum Qualifications
- Bachelor’s Degree in Information Systems, Technology Management, or similar field; AND
- Ten years of progressively responsible experience in data management, including at least five years performing data analysis and at least seven years in a supervisory capacity.
- An equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted below. (For education and experience only, does not include legally required Licenses or Certifications.)
- Must possess a valid Florida Driver's License
Job Specific Competencies
- Extensive knowledge of data models, data analytics, and visualization techniques.
- Extensive knowledge of process mapping, improvements, and solution implementation.
- Some knowledge of government standard budgeting, procurement, and consultant services.
- Skill in presenting vision and strategic plans to stakeholders. Includes staff, senior management, and partner agencies.
- Ability to foster partnerships, interact with decision-makers, and articulate complicated concepts in an easy to understand manner.
- Extensive knowledge of current Artificial Intelligence (AI) technology across all existing Large Language Models and their derivatives.
- Ability to stay current with emerging AI offerings and forecast benefits for the county.

Emergency Management Responsibilities
In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
