Reporting to the Deputy Fire Chief, the Division Chief – Mechanical Maintenance is one of two senior management positions within Toronto Fire Services (TFS) Mechanical Division. The Division Chief is responsible for leading and managing the day-to-day operations of the Mechanical Division in the delivery of high-quality services, staff development and customer service to internal TFS customers, and for ensuring the efficient utilization of divisional human, physical, and financial resources to meet departmental objectives and standards.

This Division Chief will primarily manage the TFS Mechanical Repair facility, located at 40 Toryork Drive, including all aspects of maintenance and repair operations for the TFS fleet of approximately 200 custom designed heavy emergency vehicles and approximately 250 emergency and non-emergency “light” vehicles, plus associated equipment and inventory.

The primary functions associated with this position include, but are not limited to, the following:

• Manages all activities and functions of the TFS Mechanical Division on a continuing basis, assesses requirements, makes recommendations for change, and develops solutions to improve efficiency and performance.
• Leads, manages, mentors and develops all Mechanical Division personnel.
• Builds, maintains and promotes a culture of excellence, professionalism, ethics, accountability, engagement and motivation within their assigned teams of staff.
• Builds and shapes the future of the TFS Mechanical Division by embracing, and leading from, a shared vision of excellence in service delivery.
• Reviews, assesses and implements any recommendations for improvement made by the Auditor General, Internal Audit, Facilities Management, and other relevant reviews.
• Provides leadership and direction to assigned staff to ensure the Division's objectives and procedures are clearly communicated, implemented and monitored.
• Implements effective management processes and establishes key performance indicators, ensuring that the TFS Mechanical Division is operating in an efficient and effective manner.
• Plans and manages on a multi-year basis, the acquisition, maintenance, replacement and disposition of TFS apparatus, vehicles and equipment.
• Administers, and ensures compliance with, all relevant Legislation, Regulations, Standards, Policies and Procedures.
• Develops and maintains comprehensive and compliant manual and electronic records and reports for all TFS vehicles and equipment.
• Assists with the operation and delivery of Mechanical Division hiring and promotional processes.
• Supports and supervises various modified-duty and return-to-work program placements, as required.
• Creates, administers and manages multiple parts and service contracts, ensuring accurate documentation, renewals, compliance, and vendor coordination.
• Responsible for the oversight of Parts Technician staff and daily parts operations, including receiving, storage, issuing, stock replenishment, workflow assignment, and service‑level coordination with Mechanical staff, while ensuring duties are performed in accordance with established divisional procedures.
• Ensures accurate parts inventory management and audit control integrity through disciplined use of the M5 fleet management system, including inventory tracking, cycle counts, discrepancy resolution, documentation, and compliance with financial, audit, and internal control requirements.
• Represents the TFS Mechanical Division on all internal and external committees, as required.
• Develops and maintains a safe, respectful and effective work environment where employees work cooperatively and effectively with other team members.
• Manages and administers the TFS Mechanical Division budget and ensures the effective and efficient utilization of resources.
• Effectively liaises and works with internal and external stakeholders.
• Supports Senior Management during emergency situations, as required.
• Works modified hours of work and schedules required to meet the needs and demands associated with the Division Chief position.
• Facilitates as the “owner” of the Ontario Government “Drive On” program
• Facilitates the “Emergency Vehicle Technician” learning and testing program.
• May be required to travel outside the city for business purposes on an occasional basis, as required.
• Effectively manages day-to-day labour relations matters, in collaboration with TFS Staff Services.
• Builds and maintains an effective working relationship with Local 3888 leaders.
• Maintains an up-to-date personal knowledge of technical developments as they pertain to the area of fire apparatus specialization, including applicable legislation, industry standards and procedures, regulations and techniques.
• Oversees the maintenance and safety of the facility and surrounding grounds.
• Manages the various aspects of the City of Toronto Green Fleet initiatives that pertain to TFS fire apparatus
• Leads the implementation for divisional initiatives which involve the TFS Mechanical Division.
• Demonstrates a personal commitment to inclusion and diversity in all aspects of the Mechanical Division and TFS operations.

Minimum Qualifications:

1. Extensive experience in a leadership role within a large heavy truck fleet management operation utilizing a dedicated electronic records management system.
2. Extensive experience as an effective and capable leader and manager in a unionized environment.
3. Considerable experience in asset management operations.
4. Considerable experience in inventory management, warehousing, and stock control operations.
5. Experience in contract management and procurement, including the development, administration, and oversight of parts and service contracts; vendor performance management; and collaboration with supply chain, financial, and legal stakeholders to ensure compliance with corporate procurement policies.
6. Accomplished, visionary executive leader with a strong track record of building consensus, shaping and advancing a shared vision, and translating strategic thinking into impactful outcomes.
7. Performance‑driven and people‑centered, fostering high‑performing, collaborative teams while demonstrating a genuine commitment to talent development, engagement, and organizational success.
8. Highly developed interpersonal and communication skills, with the ability to effectively communicate across all organizational levels.

10. Must possess and maintain a valid Ontario Driver's License, minimum Class "DZ".
11. Must not have been convicted of any criminal offence, for which a pardon has not been granted.
12. Must be willing and able to assume regular on-call responsibilities and respond to after-hours and/or emergency situations and incidents, as required.
13. Must be willing and able to work irregular shifts, including working on nights, weekends and holidays, as required.

Asset Qualifications:

1. A valid and current Ontario 310T – Truck and Coach Technician certificate.
2. A valid and current Ontario 310S – Automotive Service Technician certificate.
3. Good working knowledge of the operations of the modern fire service.
4. A working knowledge of applicable NFPA standards, including:
   • NFPA 1901 – Standard for Automotive Fire Apparatus
   • NFPA 1911 – Standard for the Inspection, Maintenance, Testing and Retirement of In-Service Emergency Vehicles
5. A working knowledge of all applicable legislation, regulations and statutes that apply to the TFS Mechanical Division, including, but not limited to, the Fire Protection and Prevention Act, MTO Regulations, Occupational Health and Safety Act, Toronto Municipal Code, Human Rights Code, Charter of Rights and Freedoms, and NFPA Standards as they pertain to the TFS Mechanical Division.
6. Experience in the design, and maintenance of modern heavy fire trucks and firefighting equipment.
7. Experience in the implementation, operation and utilization of the M5 fleet management software system.
8. Formal leadership and/or management education and training.
