This position will function as an Equipment Area Superintendent with the Division 4 Equipment Unit. This position is primarily responsible for managing the NCDOT fleet, fuel, and parts inventory programs in Division 4. This position directs programs within Division 4, requiring specialized knowledge of fleet issues, state policies and procedures, and state and local agency processes and procedures. This position directs, interprets, and manages highly specialized analysis and interpretation of fiscal information for the Division 4 Equipment Unit. Responsibilities include planning, organizing, and managing daily operations; human resources management and staff development; program policy and procedure design and implementation; and associated business functions. Work performed is representative of the high level of complexity, and guides management decision-making processes through recording, classifying, examining, analyzing, and interpreting fiscal data and financial transactions. Position also supports Division 4 during emergency operations leadership role in emergency support for planning for field operation needs including approving emergency purchases, recalling personnel, assigning equipment, reallocating resources, and other activities as may be necessary for success. This position provides strategic leadership, program, and resource management to comply with federal and state rules and regulations. This position oversees a fleet of more than 1,750 pieces of equipment, supports and makes recommendations for an annual Division equipment buy and manages the Division Equipment budget.

Provides direct supervision to Division Shop administrative staff, Division Fleet Manager, Division Sub-Shop and Parts Department supervisors, and indirect supervision for approximately 60 other state employees. Supervises the materials management responsible for the Division parts inventory, the equipment fair share and equipment units’ operational budgets, and fixed asset reporting. Responsible for various personnel and administrative duties for staff.

Position provides oversight management of fleet and personnel staff for Division 4 Equipment operations. This includes building of personnel and fleet complement related to equipment operations, analyzing, and reporting activities, developing work plans, providing performance metrics, and conducting performance reviews. Performs mandated utilization reports. Serves as the central point of contact for all audits surrounding Division equipment operations and utilization. Assist with developing policies and procedures relative to the business and technical needs for equipment operations. Serves as the primary point of contact for all issues associated with the Division 4 Equipment Unit. Other duties as assigned by supervisor.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: NC16 / $57,983 - $101,470

Management prefers applicants with the following:

  • Experience in leadership and management of a team of mechanics
  • Experience in evaluating the performance of the work of others
  • Broad knowledge of the maintenance and repair of automotive and heavy construction equipment
  • Experience in best practices and needs assessments as it applies to equipment repair or replacement
  • Experience using diagnostic instruments and software to diagnose complex mechanical problems

Minimum Education and Experience

Bachelor’s degree from an appropriately accredited institution and two (2) years of experience managing an equipment fleet; or Associate’s degree in automotive mechanics, automotive technology, heavy equipment mechanics or a related field and four (4) years of experience managing an equipment fleet; or High School or General Educational Development (GED) diploma and six (6) years of experience managing an equipment fleet; or an equivalent combination of training and experience.
